Under the U.S. Infrastructure Investment and Jobs Act, USD 100 million has been allocated for hydrogen electrolysis, and USD 800 million for funding broad regional clean hydrogen hub initiatives—aimed at creating an integrated ecosystem for clean hydrogen production, storage, distribution, and end-use. In addition, U.S. state governments are also actively participating in hydrogen development. For instance, California offers purchase subsidies and tax incentives for hydrogen fuel cell vehicles, while Pennsylvania provides corporate tax reductions for renewable energy generation and consumption. These policies have accelerated the rapid development of the U.S. hydrogen industry. Meanwhile, international energy majors—including bp, Shell, and TotalEnergies—are actively positioning themselves in the hydrogen sector, aiming to transform into integrated energy suppliers through new-energy initiatives such as hydrogen—thus aligning with global energy trends. Take bp as an example: hydrogen forms a critical pillar of bp’s renewable energy strategy. As early as the 1970s and 1980s, bp began exploring alternative energy technologies—including solar, hydrogen, and biomass. In 1978, bp filed its first patent for a hydrogen fuel cell, underscoring the company’s pioneering role and long-term commitment to clean energy. These early efforts and investments laid a solid foundation for bp’s current push to deploy and advance hydrogen technologies—demonstrating its sustained leadership and dedication to sustainable energy transition. In its 2023 Energy Outlook report, bp further stated that hydrogen will become a vital fuel for industry, heavy-duty transport, aviation, and shipping. In February this year, according to The Sydney Morning Herald, bp will acquire a 15.25% stake in the Australian Renewable Energy Hub (AREH) from Macquarie Group. AREH is one of the world’s largest green hydrogen projects. China’s Hydrogen Industry Holds Tremendous Potential China has become the world’s largest producer and consumer of hydrogen, possessing a robust foundation in hydrogen production and a vast application market. Its domestic hydrogen value chain—spanning production, storage, transportation, and utilization—is already largely established, and indigenous technological capability is advancing rapidly. The hydrogen industry in China is experiencing explosive growth. Although China has made substantial progress in hydrogen development, the industry remains in its initial stages of demonstration applications and business model exploration. Significant room for improvement remains in areas including technological innovation, industrial layout, institutional frameworks, and standards system development.
