The 21st Qatar International LNG Exhibition and Conference (LNG) in the Middle East Gulf Region, 2026

Market Analysis: 1. Overview of Qatar’s Oil and Gas Resources and the Development History of Its Natural Gas Industry Qatar is located on the central western coast of the Arabian Peninsula in the Arabian Gulf (Persian Gulf), geologically situated within the Central Arabian Basin—one of the world’s major hydrocarbon-rich regions and production zones. Data show that Qatar’s proven oil reserves stand at 2.6 billion tons, ranking 14th globally; its proven natural gas reserves amount to 17.77 trillion cubic meters (note: original Chinese text mistakenly states 'tons'; corrected to standard unit), ranking 3rd worldwide. Its natural gas primarily originates from the North Field—the world’s largest single non-associated gas field (known as the South Pars Field in Iran). Based on distinctive features of Qatar’s natural gas industry development, its evolution is divided into three phases: (i) the Initial and Transitional Development Phase (1970s–early 1990s), (ii) the Leapfrog Development Phase (mid-1990s–early 2000s), and (iii) the Diversified Development Phase (early 2000s–present). During the Initial and Transitional Phase, Qatar’s export-oriented, oil-dependent economic model increasingly revealed its limitations. To identify new growth drivers, Qatar partnered with international oil companies to introduce advanced exploration, development, liquefaction, and storage-and-transport technologies—restarting development of the North Field and inaugurating its natural gas industrial era. Gradually, Qatar shifted its energy strategy focus from oil extraction to natural gas development. During the Leapfrog Development Phase, Qatar’s natural gas output repeatedly reached record highs, with annual growth rates consistently exceeding 10%. As its infrastructure, production cost advantages, and geographical position became increasingly competitive both domestically and internationally, Qatar briefly rose to become the world’s largest LNG exporter. In the Diversified Development Phase, Qatar has long maintained global leadership in natural gas, underpinned by pronounced price competitiveness. Currently, Qatar’s operational LNG production capacity exceeds 77 million tons per year, and its exports consistently account for 20%–30% of the global market share. Meanwhile, Qatar has announced a National Renewable Energy Strategy, actively developing new-energy industries and expanding widespread application of solar photovoltaics and other renewable sources to promote diversified energy structure development—supporting the realization of Qatar’s “National Vision 2030” sustainable development goals. 2. Key Elements of Qatar’s Natural Gas Industrial Development Strategy Grounded in its resource endowment and industrial development trajectory, Qatar’s natural gas industrial development strategy can be summarized as follows: leveraging its natural gas resource advantages to pursue a market-oriented, growth-focused strategy—maintaining leading cost efficiency while continuously expanding overseas cooperation, entering new markets, enhancing global market share and industrial competitiveness of its natural gas exports, and promoting transition from a mono-resource hydrocarbon economy toward broader economic diversification. 2.1 Strategic Objectives and Core Components Against the backdrop of profound realignment in global energy supply-demand dynamics—driven by geopolitical tensions and supply-chain security concerns—and the world’s gradual shift toward renewable energy, Qatar has adopted a national strategy to progressively reduce dependence on a hydrocarbon-dominated economy and advance economic diversification. Given natural gas’s role as a relatively clean fossil fuel during the transitional phase of energy transformation, Qatar’s natural gas strategic objectives are: (i) continuously expanding domestic natural gas production capacity; (ii) maintaining its status and market share as a leading global supplier; (iii) strengthening its influence across global energy markets; and (iv) leveraging natural gas as a catalyst for diversified renewable energy development—accelerating green, low-carbon energy transition and proactively responding to evolving global energy market dynamics and challenges. Core components of this strategy include capacity expansion, global market expansion, technological innovation, and diversification—with capacity expansion and global market expansion constituting the strategic core.

Iran–Oman Joint Administration of the Strait of Hormuz Comes into Effect, Reshaping Global Energy Trade and Maritime Economic Landscapes

3. Narrowing Regional Crude Oil Price Differentials: The landed prices of Iranian, Saudi, and Iraqi crude oil in Asia have rapidly converged. Markets no longer bet on regional supply fragmentation arising from strait control, prompting crude oil traders to unwind large-scale forward long-hedge positions. Commodity market risk-aversion sentiment has cooled, with gold and natural gas futures concurrently posting modest corrections. Short-term oil price declines directly benefit global energy-importing economies: reduced crude procurement costs for East Asian nations (China, Japan, South Korea), India, and European countries ease imported inflationary pressures and help stabilize manufacturing input costs. Simultaneously, U.S. domestic gasoline and residential heating fuel prices decline, alleviating household cost-of-living burdens and easing domestic socioeconomic pressure ahead of midterm elections—constituting a core economic rationale behind the U.S. acceptance of the Iran–Oman joint administration framework in the Memorandum of Understanding. The Asia-America-Latin America Global Import Network covers thousands of domestic energy import enterprises; platform surveys indicate that falling oil prices will significantly improve downstream refining and petrochemical firms’ profitability outlook for the second half of the year. 4.2 Structural Medium- to Long-Term Increases in Crude Oil and LNG Trade Costs Short-term oil price declines do not signify a permanent reduction in global energy trade costs. With the implementation of the joint administration mechanism, standardized strait service fees will constitute a long-term rigid cost addition—fundamentally reshaping the global oil and gas trade cost structure: 1. Increased Full-Chain Crude Oil Trade Costs: Based on the widely discussed service fee range of USD 1–3 per barrel proposed by joint administration authorities, each Very Large Crude Carrier (VLCC) transporting 2 million barrels per voyage incurs an additional fixed service fee of USD 2–6 million. This cost will be layered across stakeholders—including crude exporters, shipping companies, refineries, and end consumers—providing long-term structural support to crude oil price floors and making a sustained return to pre-conflict levels below USD 60 per barrel unlikely. For Japan and South Korea—both over 90% dependent on crude imports—annual energy import costs will rise by tens of billions of USD, squeezing profit margins across chemical and automotive manufacturing sectors. 2. More Pronounced Cost Increases for LNG Exports: LNG vessels are larger-tonnage and carry higher per-vessel cargo values. Under the joint administration plan, service fees for LNG carriers will be tiered by tonnage. Qatar’s annual export of 80 million tons of LNG will incur several billion USD in new rigid costs. Europe’s LNG procurement prices will trend upward over the medium to long term, placing persistent pressure on power generation, fertilizer production, and energy-intensive metal smelting industries. 3. Divergent Reduction in Marine Insurance Premiums: The joint administration mechanism establishes standardized maritime security escort services and routine strait patrols, dramatically lowering the probability of sudden geopolitical incidents in the Strait. Lloyd’s has announced plans to gradually reduce war-risk insurance premiums for vessels operating on Middle Eastern routes—from current levels of 5%–10% down to pre-conflict levels of approximately 0.3% within six months. While lower insurance costs will partially offset newly imposed service fees, they cannot fully neutralize long-term rigid expenditures. The Abraham Supply Chain Research Institute’s shipping cost modeling tool comprehensively dissects changes across service fees, insurance, fuel, and integrated port-logistics costs. 4.3 Restructuring of Global Oil & Gas Supply Architecture and Diverging Strategic Value of Alternative Pipelines With Iran–Oman joint administration securing the Strait of Hormuz’s baseline navigability, two parallel trajectories now define global energy supply development: First, Middle Eastern oil producers are aggressively ramping up idle production capacity. Stable navigation eliminates export transportation bottlenecks. Iran, Iraq, and Saudi Arabia have simultaneously announced plans to boost crude production capacity. Iran aims to restore daily crude output to 2.3 million barrels within the year; Iraq targets 4.5 million barrels per day. Global idle crude production capacity will expand from the current 4 million barrels per day to 7 million barrels per day—curbing the potential for sharp medium- to long-term oil price spikes and significantly enhancing global energy supply elasticity.
