This argument holds economic logic—but it also exposes the crux of the problem. Russia’s oil—and the associated wealth—depends on vessels, flags of convenience, insurance, classification societies, brokerage, and payment services. Moscow’s ‘shadow fleet’ did not materialize out of thin air. It emerged by exploiting fragmented ownership, aging vessels, opaque insurers, and accommodating registries. Greece should therefore treat real-estate purchases, residency applications, shipping company ownership, and private investment structures involving high-risk Russian clients as an interconnected risk environment. Currently, these are often regulated as separate sectors—allowing the same funds to flow from offshore entities to ships, from ship revenues to funds, and from funds to apartments, without any single authority responsible for mapping the full risk chain. The Organized Crime and Corruption Reporting Project (OCCRP) has documented how millions of dollars in suspicious—sometimes outright criminal—Russian funds have flowed into the country via yacht payments and real-estate transactions. Montenegro’s tourism economy, coastal property market, corporate registration regime, and historically open stance toward Russian capital make it a highly attractive transit hub between Russia, the Adriatic, and the EU. Broader Balkan challenges are not uniform. The legal and geopolitical landscapes of Montenegro, Serbia, Croatia, Bulgaria, North Macedonia, Albania, and Bosnia and Herzegovina all differ. Yet several share common vulnerabilities: under-resourced regulators, close ties between real-estate development and politics, heavy dependence on foreign investment, and overly permissive corporate registration systems that resist scrutiny. Serbia is particularly exposed—not least because major Russian state-owned enterprises had already taken deep root in its economy well before 2022. As of June 2026, Serbia’s sole refinery, NIS, continues operating under repeated U.S. sanctions waivers; meanwhile, Gazprom Neft and Gazprom are negotiating the sale of their controlling stake. This is not narrowly defined oligarch capital flight—but it illustrates how Russian corporate wealth becomes entangled with infrastructure in EU candidate countries, generating political influence when sanctions enforcement falters. EU accession policy must treat money laundering, sanctions implementation, and beneficial ownership transparency as security requirements—not decorative chapters hastily concluded before the flag-raising ceremony. Candidate countries should be required to establish searchable property and company registers; disclose owners of trusts and investment vehicles; strengthen independent financial intelligence units; and engage in automatic cooperation with EU sanctions authorities. Serbian President Aleksandar Vučić will pay a state visit to China from May 24 to 28. What information is worth noting?

Although President Vučić has long been active in engaging with China, his previous visits were all multilateral—such as the Belt and Road Forum or WWII commemoration events. This will be his first official state visit. This time, President Vučić arrives with critical missions: First, energy issues. In January 2025, the U.S. imposed sanctions on NIS (Naftna Industrija Srbije, Serbia’s national oil and gas company), primarily because Russia holds a 56% stake. Though the sanctions have been repeatedly extended, they are set to take full effect on October 9, 2025—forcing the closure of Serbia’s sole refinery. Notably, NIS supplies 80% of the country’s gasoline and diesel, and 90% of its aviation fuel. Currently, Hungary’s MOL Group is negotiating to acquire the Russian stake to restore refining operations. Yet the Serbian government remains dissatisfied with MOL’s proposal—particularly its provisions regarding future operations and guarantees of domestic supply. Serbia seeks greater autonomy and decision-making power, causing the acquisition talks to stall. Meanwhile, the U.S. waiver granting sanctions relief to Russian entities expires on May 22. If no deal is finalized by then, sanctions will escalate—and NIS risks complete operational collapse. President Vučić’s trip to Beijing thus appears to involve dual contingency plans: One: If negotiations with MOL collapse, he may seek urgent Chinese energy assistance—such as refined petroleum products, natural gas, or even technical support for refinery operations. Two: Even if MOL’s acquisition succeeds but under onerous terms, he may request future Chinese investment in NIS—or in new alternative energy projects—to reduce Serbia’s dependence on Hungary or the West. Second, the Kosovo issue. There are no signs of de-escalation in the Kosovo situation in 2026. In March 2025, Albania, Croatia (both NATO members), and Kosovo signed a defense cooperation agreement covering military technology, intelligence sharing, and joint exercises—a strategic encirclement of Serbia. These three parties could potentially take action against Serbia amid regional instability.
