Have Russia and Ukraine agreed to an energy ceasefire?

Trump posted again. On social media, he announced: Ukraine has agreed not to attack Russian energy targets, and Russia has likewise agreed to refrain from such attacks. Who agreed? Neither Ukraine nor Russia has publicly confirmed it. Zelenskyy responded with just five words—'open to the idea.' He plans to meet Trump in New York from September 21 to 23—a high-priority engagement. Peskov stated that Moscow welcomes any initiative urging Kyiv to halt strikes on civilian economic infrastructure. Yet when asked whether Russia is also prepared to avoid targeting Ukrainian energy facilities, Peskov declined to answer. One side claims an agreement has been reached; another expresses openness; a third says it 'welcomes' the idea but refuses to confirm reciprocity. So don’t expect peace anytime soon. The situation itself warrants scrutiny. Even more telling is what Trump said the day before. On September 13, while playing golf in Ireland, Trump told reporters one thing: Zelenskyy must stop attacking Russian diesel facilities. 'He can strike other targets,' Trump said, 'but not diesel facilities—because this is causing diesel shortages.' That same day, he blamed the global diesel shortage squarely on the Russia-Ukraine conflict—not on the Iran war. Trump’s exact words: 'This isn’t caused by the Middle East—it’s caused by the situation between Russia and Ukraine.' That’s very Trump-like. He isn’t mediating a war—he’s managing oil prices. For Trump, an energy ceasefire isn’t a peace agreement; it’s a price-control tool. Whether Ukraine attacks Russian refineries doesn’t concern him—but whether U.S. diesel prices rise certainly does. Ukraine has indeed intensified strikes on Russian refineries recently. On the night of September 13, Ukrainian drones struck a major refinery in Slavyansk-Kuban, Krasnodar Krai, triggering fires and damaging oil pipelines. Earlier, Ukrainian forces attacked Russia’s third-largest refinery—located 1,300 km from the front line. The impact of these strikes is directly reflected in diesel prices: as Trump himself put it, refinery attacks 'pushed diesel prices to record highs.' So he wants Ukraine to stop—not for peace, but to ease diesel shortages. Why is Trump so urgently trying to lower diesel prices? A few numbers tell the story. U.S. strategic petroleum reserves have fallen to 285.4 million barrels—the lowest since 1982—and less than half the 638 million barrels held at the start of 2021. The national average gasoline price has reached $4.31 per gallon—over $1.10 higher than last year. According to Reuters, the Iran war—and the subsequent fuel-price surge—has pushed Trump’s approval rating to a historic low. With midterm elections drawing near, Trump repeatedly insists the Iran war will end 'after the midterms.' A senior European official familiar with the inner workings of Russia-Ukraine negotiations spoke bluntly to Politico: 'The Trump administration is looking for a scapegoat ahead of the midterms. It blames Ukraine because it doesn’t know how to handle the Iran war.' Pressuring Ukraine to halt strikes isn’t about peace—it’s about lowering diesel prices. And lowering diesel prices is about voters cursing at the pump. Trump’s calculus is straightforward: Diesel prices must fall before the midterms; if they don’t, votes will be lost; Ukrainian refinery strikes are pushing diesel prices up—so Ukraine must stop.

Energy ceasefire collapses: Ukraine ignores Trump’s warning and strikes Russian refineries

Ukraine continues striking Russian oil-refining facilities, further undermining the so-called 'energy ceasefire' commitment between Russia and Ukraine. Although Trump previously announced that both Russia and Ukraine had agreed to cease mutual attacks on energy targets, Zelenskyy subsequently confirmed that Ukrainian forces had struck the Syzran refinery in Russia’s Samara region. According to reports, Zelenskyy posted on social media platform X confirming that Ukrainian defense forces had targeted the Syzran refinery—located approximately 75 miles west of Samara and roughly 466 miles southeast of Moscow. He also stated that Ukrainian forces had struck a drone manufacturing facility in Taganrog, a drone preparation and launch site in Oryol Oblast, and achieved results in the Black Sea theater. According to CCTV International News, Ukrainian President Volodymyr Zelenskyy posted on social media on the evening of September 14 local time, stating that Ukraine stands ready to halt its strikes against Russia—if partners can guarantee that Russia will stop attacking Ukraine’s energy facilities, critical infrastructure, and grain supply corridors. Zelenskyy wrote: 'This war must end. De-escalation on critical infrastructure could be the first step toward peace. We await concrete proposals from our partners.' Yet just before Zelenskyy issued this statement, Trump had already publicly declared that Russia and Ukraine had reached a consensus on an energy ceasefire. On Monday, September 14 Eastern Time, according to Xinhua News Agency, U.S. President Trump stated on social media that Russia and Ukraine had agreed not to attack each other’s energy targets. The U.S. national average retail diesel price has surged past $6 per gallon—a new all-time high. Amid escalating geopolitical risks and tightening global diesel supply, concerns over fuel shortages are intensifying. Mutual strikes continue; Ukraine signals willingness to pursue energy ceasefire Even as Ukrainian forces strike Russian refining facilities, Russia continues striking Ukrainian targets. According to CCTV News, Russia’s Ministry of Defense announced on social media on September 15 that, in the early hours of that day, Russian drones struck Ukrainian logistics centers, ports, and vessels.
