How should we view Trump’s halting of a Rhode Island offshore wind farm—already 80% complete—due solely to his personal dislike of wind power?

What does 'new officials ignoring past commitments' mean? What does 'government interference in the market' mean? What does 'arbitrary, top-down rule by decree' mean? This case is likely a textbook example. The Revolution Wind project received full federal and state permits and approvals in 2023. With a total investment of $1.5 billion, it was scheduled for completion in 2026; as of now, 80% of construction is finished, and 45 of its 65 turbines have already been installed. Yet because the U.S. elected a new president—and thus adopted a new governing philosophy—the project was abruptly halted by the relevant authority on baffling pretexts. The Bureau of Ocean Energy Management (BOEM) ordered work stopped 'to address concerns related to protecting U.S. national security interests and preventing interference with the reasonable use of the exclusive economic zone, high seas, and territorial waters.' Henceforth, the greatest risk of doing business in the U.S. may well be the instability of U.S. government policy: change presidents, and the administration might effectively eradicate entire industries overnight. After the passage of the Inflation Reduction Act, the clean energy sector has become a high-risk industry in the United States. Going forward, any project that secures construction permits within U.S. territory should aim to compress its entire construction timeline into four years—or less—since presidential elections occur every four years, and whether a project can even continue may become uncertain after each transition.

Legal battles reignite: Who will decide the future of U.S. offshore wind power?

On December 22, the Trump administration announced it would suspend leasing permits for five offshore wind farms under construction along the U.S. East Coast, ordering developers to halt work immediately. The official justification cited 'national security'—specifically, potential radar interference caused by turbine operations. Yet this is a long-standing, well-documented issue; developers have collaborated with government agencies for years to mitigate such impacts. Companies swiftly filed lawsuits, and courtroom clashes could begin as early as this week. How might this fresh dispute affect America’s struggling offshore wind industry? The suspension affects five projects totaling $25 billion in investment: Vineyard Wind 1 off Massachusetts; Revolution Wind off Rhode Island; Sunrise Wind and Empire Wind off New York; and Coastal Virginia Offshore Wind off Virginia. Collectively, these projects are projected to generate 10,000 jobs and supply electricity to over 2.5 million homes and businesses. In its announcement, the U.S. Department of the Interior referenced a 'recently completed classified report' identifying national security risks, stating the pause would allow time for the government and developers to jointly resolve related concerns. It specifically noted that turbine blades could cause radar interference. Three affected companies have already filed lawsuits and requested preliminary injunctions to resume construction. Ørsted and Equinor—the developers of Revolution Wind and Empire Wind, respectively—told The New York Times that their projects underwent lengthy federal review processes, during which national security concerns were thoroughly discussed. This latest move marks only the most recent in a series of Trump administration actions targeting offshore wind. On his first day in office, Trump signed an executive order halting approval of new offshore wind leasing permits—a directive later ruled invalid by a federal judge in December. Last year, the administration similarly ordered Revolution Wind to halt construction on national security grounds. Weeks later, a federal judge vacated that stop-work order after developers demonstrated massive economic consequences and pointed out that government agencies had previously determined the project posed no national security threat. Wind farms do present challenges to radar systems—used for air traffic control, weather forecasting, and defense operations—because rotating turbine blades generate complex echo signatures known as 'radar clutter.' Prior government reports have acknowledged this issue—including a 2024 report by the U.S. Department of Energy and a 2025 report by the Government Accountability Office (GAO), an independent federal watchdog agency. The Department of Energy’s report states that, to date, no mitigation technology has fully restored affected radar systems to their original technical performance. Still, some technical solutions exist—for instance, software-based methods to suppress or eliminate turbine signatures on radar displays.
