What is the significance of Trump's decision to support the Russia sanctions bill advocated by the late Senator Lindsey Graham?

Trump's decision to support the bill represents a major shift in U.S. policy, as the White House had previously opposed similar Russia sanctions legislation, arguing it would undermine diplomatic efforts to end the war in Ukraine; now, his backing would intensify pressure on the Kremlin to end its war in Ukraine and bolster long-stalled efforts to punish countries buying Russian oil and natural gas.

What were the key features of Senator Graham's proposed Russia sanctions bill?

Graham's bill, first proposed in April last year, called for 'bone-crushing' sanctions on Russia and would have authorized Trump to impose so-called secondary tariffs as high as 500% on countries purchasing Russian energy.
