How should Trump's March 4 speech to Congress be evaluated?

Green's Protest Trump set a divisive tone almost from his first sentence, calling his predecessor Biden 'the worst president in American history' and accusing Democrats of offering him so little praise that they wouldn’t even grant him perfunctory applause. When he turned to highlighting his administration’s achievements—and referenced his success in last November’s election—78-year-old Texas Democratic Representative Al Green rose from his seat, waved his cane, and began shouting, repeatedly interrupting the speech while refusing to heed Speaker Johnson’s warnings. U.S. Vice President Vance, standing behind Trump, then raised his thumb outward—a signal for security to remove Green from the chamber. Johnson subsequently announced: 'Given that a member continues to engage in deliberate, organized disruption or improper conduct, I hereby order the Sergeant at Arms to restore order.' The representative was then forcibly removed from the hall. Other Democrats held up signs or walked out during the speech, ignoring leadership calls for restraint. When Trump listed his tax-cut measures, Democratic Representative Rashida Tlaib held up a sign reading: 'Pay your taxes first.' When Trump declared that the era of 'unelected bureaucrats' had ended, some Democrats laughed aloud and pointed toward billionaire Elon Musk, seated in the gallery. Several Democrats did not attend the speech at all—including Connecticut Senator Chris Murphy and Washington State Senator Patty Murray, who serves as vice chair of the Appropriations Committee and former president pro tempore of the Senate. Trump made no effort to ease tensions; instead, he repeatedly blamed Democrats for failing to advance his agenda. Referring to 'radical left lunatics,' he directly targeted Democrats—and even used derogatory nicknames for Massachusetts Senator Elizabeth Warren. Strong Support for Musk Trump devoted substantial portions of his speech to Musk and his newly formed 'Department of Government Efficiency' (DOGE), detailing allegedly terminated government payment programs and inviting the audience to applaud the billionaire. Yet he offered no specifics on the actual dollar amounts saved through large-scale federal workforce reductions—measures that have already triggered political chaos in Washington. These personnel cuts have not only provoked legal challenges but also jeopardized critical public services, and—unexpectedly for many Republicans—even harmed core Trump constituencies, such as veterans. Since DOGE began implementing Trump’s plan to streamline federal agencies and cut spending, at least 100,000 federal employees have left government service via voluntary separation or termination. These actions have drawn widespread criticism in U.S. public discourse and sparked nationwide 'Down with Tesla' protest demonstrations. Naturally, Trump also focused heavily on 'culture war' issues that excite his base. For example, he asserted there are only two genders, declared English the official language of the United States, proposed renaming the 'Gulf of Mexico' the 'American Gulf,' and sought to rename Alaska’s Denali Mountain back to Mount McKinley. The president concluded: 'Our nation will no longer be “woke.”' Trump has long criticized 'woke culture,' arguing it deepens social divisions and undermines fairness. Since taking office, he has pushed to eliminate diversity, equity, and inclusion (DEI) initiatives across both federal agencies and the private sector, advocating instead for merit-based standards.

To rally Republican voters, Trump has pulled out all the stops—but the results appear underwhelming.

Second, actively curbing rising gasoline prices. The GOP’s electoral prospects are dire, largely due to economic concerns—especially surging fuel costs. To rein in gasoline price increases, Trump began laying groundwork as early as late September, expressing support for banning U.S. diesel exports. Building on this, the U.S. government informed its European allies on October 1 that they should 'immediately' release strategic petroleum reserves to help lower global diesel prices. On October 2 local time, the G7 and partner nations convened and agreed to release part of their emergency oil reserves to tamp down soaring fuel prices. Shortly thereafter, Trump announced he would *not* ban U.S. diesel exports after all—demonstrating his well-honed tactic of 'intimidate first, benefit later.' Third, deploying his familiar 'blame-shifting' strategy. On October 5, Trump claimed: 'The factor pushing up gasoline prices is no longer the Strait of Hormuz—because record volumes of crude oil are now flowing out daily. Today’s high gasoline prices stem from problems at *refineries*: Ukrainian strikes are hitting Russian refineries, while our own refineries are being shut down in 'blue states' (Democratic-leaning states)—like California—by those 'stupid Democrats.' 'When in doubt, blame Biden'—just shift the blame; never mind whether logic or evidence supports it. Fourth, luring voters with the 'Trump Dividend.' On the evening of October 2 local time, Trump reiterated on social media that if Republicans retain control of both chambers of Congress in the midterm elections, every adult U.S. citizen would receive a $5,000 'Trump Dividend.' Trump repeatedly stressed, 'If we win, we’ll pay out the money'—raising inevitable suspicions of vote-buying. Fifth, justifying potential military action against Iran—and stoking political polarization. On October 5, Trump delivered a speech in Nebraska—a staunch Republican stronghold—arguing that launching military action against Iran is necessary: 'For world security and our national security, this [war-induced price surge] is a small price to pay.'
