The NRC’s safety model assumes there is no safe threshold for radiation exposure and that harm scales linearly with dose. These models lack solid scientific grounding and yield unreasonable outcomes—for instance, requiring nuclear plants to prevent radiation exposures below natural background levels. Myopic policies aimed at minimizing even trivial risks ignore the reality that alternative forms of energy generation also entail risks—including pollution with potentially harmful health effects. Recent events in Europe—such as nationwide blackouts in Spain and Portugal—highlight the importance of this administration’s focus on dispatchable generation (including nuclear power), rather than intermittent sources. Starting today, this administration will reform the NRC—including its structure, personnel, regulations, and fundamental operations. By doing so, we will sustain America’s enduring leadership in the global nuclear energy market, create tens of thousands of high-wage jobs, and foster American-led prosperity and resilience. Sec. 2. Policy. The policy of the United States is: (a) To reestablish U.S. leadership in nuclear energy globally; (b) To promote deployment of new nuclear reactor technologies—including Generation III+, Generation IV, modular reactors, and microreactors—by lowering regulatory and cost barriers to entry; (c) To expand U.S. nuclear generating capacity from approximately 100 gigawatts in 2024 to 400 gigawatts by 2050; (d) To adopt emerging technologies to safely accelerate modeling, simulation, testing, and approval of new reactor designs; (e) To support continued operation of the existing nuclear fleet, facilitate appropriate license extensions, and restart prematurely closed or partially completed nuclear facilities; and (f) To maintain the United States’ leading reputation in nuclear safety. Sec. 3. Reforming NRC Culture. Congress has directed the NRC to 'license and regulate the civilian use of radioactive materials and nuclear energy in an effective manner, without unnecessarily restricting—(1) the deployment of civilian radioactive materials and nuclear energy; or (2) the societal benefits derived from civilian radioactive materials and nuclear energy technologies.' Accelerating Deployment of the 2024 Multifunctional Advanced Nuclear Energy Clean Energy Act, Public Law 118–67, Section 501(a). As instructed by Congress, the NRC’s mission must include promoting nuclear energy development while ensuring reactor safety.
