Venezuelan oil has triggered explosions at four U.S. refineries—Trump’s misdeeds have finally caught up with him.

After forcibly seizing Maduro and attempting to seize Venezuela’s crude oil, the Trump administration never anticipated that a chain reaction of disasters would follow: fires erupting at its own domestic refineries—and even Venezuela itself beginning to regain momentum. What exactly is going on here? The oil hasn’t even been seized yet, but U.S. refineries are already failing one after another. First, consider what happened in the U.S.: On March 23, 2025, a fire broke out at Valero’s refinery in Port Arthur, Texas—a major U.S. refining facility with a daily processing capacity of 435,000 barrels. The blaze ignited in the evening, generating thick black smoke and a strong, pungent odor in the air; two interstate highways nearby were temporarily closed. This was no ordinary minor incident—it exposed an increasingly evident systemic weakness in the U.S. refining sector over recent years: aging equipment, deferred maintenance, compressed inspection schedules, and shrinking safety margins. More critically, this was not an isolated event. On March 12, a major petrochemical plant in Pasadena, Texas, also caught fire. Earlier still, within the past two months, key units at Marathon Petroleum and Motiva Enterprises’ refinery in Louisiana had likewise experienced operational failures. Taken together, these incidents have cumulatively disrupted refining capacity exceeding 1.6 million barrels per day—an order of magnitude too large for individual companies to absorb easily. Why have such accidents clustered so closely in time? A crucial background factor is Washington’s urgent push to rapidly integrate Venezuelan heavy crude into the U.S. supply chain. The problem is that Venezuelan crude isn’t the kind of oil that can be smoothly processed by American refineries without significant adaptation. It is heavy, viscous, and high in sulfur—placing far greater demands on refining infrastructure and requiring specially suited processes and equipment. Yet Washington is pushing forward on political timelines—not industrial ones. Some refineries, already operating beyond their design lifetimes with aging infrastructure, are being pressured to ramp up processing capacity and shorten adjustment periods—effectively forcing the entire system to operate at the very edge of safety. Many U.S. refineries have been in service for decades; a substantial number exceed 30 years of age. Under normal circumstances, stable operations depend on rigorous scheduled maintenance, timely upgrades, and sustained safety investment. But when political urgency overrides technical prudence, corporate inspection windows, process evaluations, and compatibility testing inevitably shrink. Engineers know risks are mounting—but they proceed anyway, under pressure. The result? While the U.S. appears to be pursuing external energy security through resource control, it is, in fact, prematurely exposing the fragility of its own exhausted domestic refining infrastructure. Put bluntly: before Venezuelan oil could become a stable, reliable supply, America’s own refineries began smoking and catching fire—due to overload and process incompatibility. This outcome is certainly not the scenario the White House envisioned. It sought greater energy autonomy through external action—only to prematurely expose the weakest link in its domestic industrial system. Why are Venezuelan streets filled with protesters? Because daily life has become unsustainable. Meanwhile, in Venezuela, on that same March 23, over 200 trade unions from across the country took to the streets of Caracas—teachers, healthcare workers, civil servants, and retirees all joined the demonstrations. Their slogans were direct: “Lift the sanctions!” and “Raise our wages!” Why has the situation escalated to this point? Because ordinary people’s household budgets have simply collapsed.

Earlier reports indicated that restoring Venezuela’s oil industry to its 1970s peak output of 3.5 million barrels per day would require tens of billions of dollars in infrastructure investment. Currently, Venezuela produces approximately 1 million barrels per day, with Chevron accounting for roughly one-quarter of that total. U.S. refiners favor Venezuelan crude because it confers a competitive advantage to complex refineries equipped with substantial coking capacity—capable of converting heavy crude into high-value products. Merey crude from Venezuela’s Orinoco Basin possesses the world’s lowest API gravity and highest sulfur content, demanding specialized refinery equipment to break down its heaviest molecules and remove impurities. Unfortunately, fewer than half of U.S. refineries possess coking units—and those located along the Gulf Coast and the East Coast stand to benefit most from increased Venezuelan crude supplies. The U.S. refiners with the strongest coking capabilities include Valero, ExxonMobil, Chevron, Marathon Petroleum, Phillips 66, and PBF Energy. Coking and hydrocracking are both petroleum refining processes that convert heavy crude fractions into lighter, higher-quality products—such as gasoline, diesel, and jet fuel—but they differ fundamentally in methodology: coking is a thermal decarbonization process, using high temperatures to bake heavy oil, leaving behind solid petroleum coke and lighter liquid fractions; hydrocracking, by contrast, employs high-pressure hydrogen and catalysts to chemically add hydrogen atoms, thereby breaking large molecules into smaller ones—producing cleaner fuels with significantly fewer solid byproducts. Highly complex refineries achieve distillate yields of up to 33%, whereas moderately complex refineries yield around 30%. Due to shortages of heavy crudes like Venezuela’s, many U.S. refiners have invested in upgrading units to process lighter crudes—such as U.S. shale oil. An increase in Venezuelan crude supply could dampen demand for Canadian crude, Mexican Maya crude, and Middle Eastern crudes. Although the recent Trans Mountain pipeline expansion has improved export access to Asia, the U.S. still purchases 80% of Canada’s total crude output—linking the price of Western Canadian Select (WCS) crude closely to U.S. refinery demand and the pricing of other heavy crudes. Conversely, greater Venezuelan supply could benefit U.S. Midwest and West Coast refiners—including BP and HF Sinclair—as larger Gulf Coast demand diversion would likely widen the discount on WCS crude. However, Venezuela’s ‘readily recoverable’ resources are actually quite limited. According to Norwegian energy consultancy Rystad Energy, based on current output levels of 800,000–1,000,000 barrels per day, only modest investments could quickly restore an additional 300,000–350,000 barrels per day. Yet boosting output beyond 1.4 million barrels per day would require massive, sustained capital expenditure. Rystad Energy estimates that maintaining Venezuela’s oil production at a steady 1.1 million barrels per day over the next 15 years would cost $53 billion, while raising output to over 3 million barrels per day could require as much as $183 billion—roughly equivalent to the entire annual onshore oil capital expenditure across North America.
