Trump claimed that Russia and Ukraine have agreed to an 'energy ceasefire,' effective immediately. How should we interpret this statement in light of Russia’s continued strikes on Ukrainian energy infrastructure?

Trump has just announced major news: that Russia and Ukraine have agreed to implement an 'energy ceasefire,' effective immediately—and he emphasized, 'Do not violate the ceasefire agreement.' However, this is most likely yet another falsehood from Trump. Though it would be inaccurate to say Trump never tells the truth, it is fair to say such instances are exceedingly rare. In response to Trump’s announcement, both Russia and Ukraine expressed shock. Even White House officials told the media there is no such agreement whatsoever: Russia is only willing to consider the idea, while Ukraine wasn’t even aware of it. Zelenskyy, in an interview, said he was surprised by Trump’s claim that a ceasefire agreement had already been reached—he had heard nothing about it until then. Nevertheless, he responded positively: 'If Trump and Putin have indeed reached such an agreement, please tell us when the ceasefire takes effect—we Ukrainians are ready to accept it.' Earlier, Zelenskyy had already stated that if Russia stops attacking Ukraine and ceases killing Ukrainian children, Ukraine will likewise halt its attacks on Russian oil refineries and other energy facilities. On the Russian side, Igor Ananskykh, Deputy Chair of the State Duma’s Energy Committee, similarly stated he knew nothing about Trump’s so-called 'Russia-Ukraine energy ceasefire'—which is understandable, given his relatively low rank: he doesn’t even have access to the Kremlin’s outer gates, let alone its inner circle. As of this writing, the Kremlin has issued no official public response—but its actions spoke volumes, delivering a sharp rebuke to Trump: Just hours after Trump declared that the 'energy ceasefire' had been agreed upon and was 'effective immediately,' Russian forces struck Kharkiv’s No. 5 Thermal Power Plant—at least twice in succession. Shortly thereafter, Zelenskyy confirmed in a statement that both the Kharkiv power plant and another power station in Kyiv had been attacked—immediately following Trump’s announcement. Ukraine, for its part, did not strike any Russian energy infrastructure after Trump’s 'energy ceasefire' announcement. According to publicly available reports, Ukraine’s most recent attack on Russian energy infrastructure occurred on the 11th—its fourth consecutive strike against the Samara oil transportation hub. This large, strategically vital facility is clearly a high-value target; one strike simply isn’t enough, necessitating repeated attacks within a short timeframe. U.S. media outlets have directly exposed Trump’s 'energy ceasefire' as evidence of his pro-Russian bias. Axios reported that the so-called 'energy ceasefire' applies solely to halting attacks on each other’s oil refineries. Yet since the war began, Ukraine’s refineries have either been destroyed by Russia or ceased operations entirely—whereas Russia still operates hundreds of large, medium, and small refineries. In essence, Trump is merely demanding Ukraine stop striking Russian refineries—effectively forcing Ukraine to surrender its sharpest weapon. To achieve this goal, Trump has acted with extraordinary aggression—so much so that I’ve begun wondering whether the Kremlin holds some compromising material on him—or whether I’m simply unable to defend him from accusations of being a 'Krasnov' (a reference to a notorious traitor figure). The Financial Times reported that over the weekend, the Trump administration contacted European countries, demanding—not requesting—that they halt arms deliveries to Ukraine. U.S. officials are actively severing Ukraine’s lifeline of weapons supplies. Beyond threatening to cut off intelligence sharing, the Trump administration also threatened to suspend the PURL procurement system and halt third-party arms sales to Ukraine.

It’s harder for Ukraine to secure a ceasefire: Russia holds numerous leverage points, compelling both Europe and the U.S. to bow down.

On September 22, Zelenskyy arrived in New York to attend the United Nations General Assembly, where he met with numerous Western political leaders. He repeatedly stressed his desire to halt Russia’s bombing of energy and civilian infrastructure. During his meeting with Trump, the former U.S. president again urged him to agree to a ceasefire immediately. Yet Zelenskyy apparently believed the cards were in his hand—and continued setting conditions. He sought a comprehensive cessation of mutual bombardment, and even, before departing for New York, declared at a press conference that Ukraine would carry out another 40 days of bombing until Russia ‘became afraid.’ During a press interview in New York, he confidently claimed that 45% of Russia’s oil refineries had already been destroyed—and that Russia now lacked sufficient diesel supply. This figure is staggering: Russia was once the world’s largest diesel exporter, with many countries closely watching Urals crude prices. Now, under Zelenskyy’s campaign, countries worldwide are scrambling to secure oil supplies. So the cards are no longer in Zelenskyy’s hands. Europe and the U.S. have repeatedly signaled their desire for Ukraine to halt its attacks. While Western powers may agree to Zelenskyy’s proposal to stop bombing energy infrastructure, Russia refuses—and Putin currently holds far too many cards. First, Russia has suffered massive damage to its oil refineries, tankers, port facilities, and other energy infrastructure—assets of enormous value. As the world’s second-largest crude oil exporter and top diesel exporter, Russia has incurred severe losses—and is now procuring oil products extensively from neighboring countries. Meanwhile, Ukraine’s own energy infrastructure is nearly depleted—how much is it even worth? In this tit-for-tat exchange, Russia’s strikes have long extended beyond energy targets: they now include storage depots, factories, ports, dual-use chemical plants, food-processing facilities, steel mills, and metallurgical plants—because Russia feels it must eliminate all potential threats. If the bombing continues, Russia still possesses abundant energy infrastructure to target, and its air defenses are steadily improving. Although losses occur, Ukraine lacks sufficient drones to divert toward other sectors. By contrast, Ukraine’s non-energy industries—already heavily bombed—have seen their exports, social welfare, and employment severely undermined. Second, mounting pressure from Europe and the U.S. The wars in Iran and Yemen have disrupted global oil supplies, pushing fuel prices in Western countries to historic highs. Russian oil has thus become the largest supplementary source—and Europe and the U.S. are now pressuring Ukraine accordingly. We can see that Russian refineries continue to be struck, but recently, tankers and oil-and-gas export facilities at Russian ports have largely escaped attack. In interviews, Zelenskyy only mentions targeting Russian refineries—yet avoids mentioning crude oil export infrastructure altogether.
