Biofuel Export Overview

I. Sustainable Aviation Fuel (SAF): 1.75 million tons of export quotas implemented; average export price rising month-on-month As of the end of 2025, China’s domestic SAF production capacity approaches 1.92 million tons/year, corresponding to an annual waste cooking oil processing capacity of up to 2.7 million tons. Exports are managed under a whitelist system; to date, four batches of export quotas have been issued, totaling 1.75 million tons. Of these, three batches issued in 2025 amounted to 1.44 million tons, and the fourth batch—issued in June 2026—was 305,000 tons. From January to July 2026, China’s total SAF exports reached 513,600 tons, with a total export value of USD 1.08 billion, yielding an average export price of USD 2,103 per ton. On a monthly basis, export volumes fluctuated with shipping schedules: 95,000 tons in January; 25,000 tons in February; 65,000 tons in March; 75,000 tons in April; 100,000 tons in May; a decline to 56,000 tons in June; and a rebound to 96,000 tons in July. The average export price continued to rise: USD 1,964/ton in January; reaching USD 2,115/ton in March–April; dipping slightly in May; and climbing to USD 2,258/ton in July. Annualizing the first seven months’ export volume yields an estimated full-year export volume of ~900,000 tons. Against the backdrop of the 1.44 million-ton quota allocated by end-2025, plant utilization rates remain high. The second half of the year is the traditional procurement peak season, suggesting export volumes may become even more concentrated. China’s SAF industry has established a complete closed loop—from production to overseas sales. II. Biodiesel: First-generation exports recovering; second-generation prices surged in July 1. First-generation biodiesel China has a long history of exporting first-generation biodiesel: exports totaled 170,000 tons in 2017 and peaked at 1.95 million tons in 2023. In 2024, exports declined to 1.11 million tons due to anti-dumping and countervailing duty investigations; they further fell to 920,000 tons in 2025. From January to July 2026, first-generation biodiesel exports reached 523,100 tons, generating USD 640 million in export revenue, for an average export price of USD 1,224/ton. Export volume rose 15% year-on-year; average export price increased 7% year-on-year; and export value grew ~27% year-on-year. 2. Second-generation biodiesel (Hydroprocessed Vegetable Oil, HVO) Like SAF, second-generation biodiesel adopted a dedicated customs tariff code starting in 2026. From January to July 2026, HVO exports totaled 330,000 tons, generating USD 610 million in export revenue, for an average export price of USD 1,847/ton. Monthly export volumes fluctuated between 20,000 and 60,000 tons. Average export prices ranged between USD 1,780–1,880/ton over the first six months, then surged to USD 1,950/ton in July. Existing production capacity allows flexible switching between SAF and HVO output, with the two products respectively serving high-end biofuel demand in aviation and road transportation sectors. III. Waste Cooking Oil: Exports up 55% in first seven months; total demand nearing supply ceiling
