Canada Watch: The Abrupt Halt of Trade Negotiations

Just before midnight, a statement by Mark Carney brought the U.S.-Canada trade negotiations—previously appearing on the verge of finalization—to an abrupt halt. Three days earlier, Donald Trump had declared on Truth Social that the two countries had already reached a 'DEAL', pending only the finalization of documents; Canada, though far more cautious than Trump, had also signaled proximity—François-Philippe Champagne once stated the parties were 'very close.' Yet in the final hours, last-minute U.S. demands ultimately derailed the entire agreement. Based on currently disclosed information, what truly crossed Canada’s red lines went well beyond traditional trade disputes—such as automobiles, dairy, or U.S. alcoholic beverages. The U.S. sought to constrain Canada’s future freedom to conclude trade agreements with third countries and even attempted to bring Canadian language and cultural protections—and broader policy autonomy—into the negotiation scope. Carney confirmed publicly today that French-language and cultural protections 'were never on the negotiating table'; meanwhile, reports from the Financial Times and the Wall Street Journal reveal that restricting Canada’s ability to reach trade arrangements with other nations was a key U.S. demand in the final stage. This can no longer reasonably be described as ordinary market-access negotiation. Any agreement requiring Canada to subject its future economic and trade policies toward third countries to U.S. oversight—regardless of how the legal text is framed—effectively grants Washington a veto over Canada’s external economic policymaking. For Carney’s cabinet—which has made trade diversification and reducing dependence on the U.S. a core priority over the past year—such terms are politically untenable and strategically indefensible. Moreover, even without these two final demands, the emerging agreement already required substantial Canadian concessions on automobile retaliatory tariffs, the return of U.S. alcoholic beverages to Canadian markets, and dairy sector management. Carney acknowledged today that Canada had been prepared to lift remaining retaliatory tariffs on steel, aluminum, and automobiles—and to work with provincial governments to resume sales of U.S. alcoholic beverages—in exchange for U.S. tariff reductions on key Canadian industries. In other words, Ottawa had not adopted an inflexible, zero-concession stance. Once these two final conditions appeared, signing would have been nearly impossible to justify domestically. Trump’s willingness to make such sweeping demands stems first and foremost from the grossly asymmetrical size of the two economies. The U.S. hosts one of the world’s most important consumer markets, and Canada’s industrial supply chains—formed over decades—remain deeply integrated with the United States. Even in 2025, as the U.S.-Canada trade conflict begins reshaping corporate behavior, the U.S. still absorbs over 70% of Canada’s merchandise exports. Canadian governments over the past three decades have not been idle in pursuing diversification. The problem lies in their persistent failure to alter Canada’s most fundamental economic reality: successive administrations—from Mulroney and Chrétien to Harper and Trudeau—have long treated U.S. institutional stability, self-restraint, and respect for established rules as near-natural external givens. So long as this premise held, deep integration with the U.S. remained a highly profitable enterprise; but once that premise vanished, yesterday’s efficiency instantly became today’s vulnerability. And Trump has just proven that premise does not exist. Constructing a scapegoat 'other' has long been one of MAGA’s most effective political mobilization tools.

Why doesn’t the U.S. annex Canada to form a superpower?

For instance, Canada’s Enbridge Energy once needed to build a new pipeline to transport oil to refineries in eastern Canada. But Quebec strongly opposed the project, forcing the pipeline to detour through the United States before looping back into Canada to deliver oil to domestic eastern refineries—a scenario unimaginable in virtually any other country. Such contradictory behavior by Quebec—demanding both autonomy and benefits—would understandably provoke frustration in anyone dealing with it. Quebec’s self-interested conduct has also undermined Canada’s national interests. As early as 2017, Alberta vigorously advocated constructing a major oil pipeline. Once completed, this pipeline could have enabled Canada to export up to 1.1 million barrels of oil per day from Alberta to eastern seaports—and onward to Europe and the U.S. Yet again, fierce opposition from Quebec scuttled the project. Had this pipeline been built, Canada would now possess far greater leverage in confronting U.S. 'tariff wars.' Instead, Canada’s political elites have failed to reflect on this past misstep—instead branding Alberta’s calls for independence as 'treason,' a display of sheer hypocrisy. In fact, Quebec itself possesses abundant natural resources—but chooses not to develop them due to what critics call 'irrational' environmentalist policies. Yet the reality runs deeper: Quebec’s elite perceives resource extraction as 'dirty, grueling work' unworthy of their status—leaving such tasks to the 'barbaric' western provinces. More crucially, by refusing to develop its own natural resources, Quebec sustains its image as a perpetually 'poor province' in need of federal subsidies—thereby continuing to draw financial transfers ('blood') from Alberta. As early as 2021, Alberta held a province-wide referendum in which over 60% of voters expressed support for seceding from the Canadian federation—even considering potential accession to the United States. Faced with such overwhelming public discontent, the Canadian federal government chose simply to 'ignore' it—while continuing to siphon vast sums of money from Alberta. Meanwhile, eastern 'fiscally healthy' provinces have long reaped both prestige and profit—yet still push legislation at the national level to obstruct large-scale corporate projects in Alberta, especially imposing stringent environmental, low-carbon, and energy-efficiency reviews. These requirements severely hinder new energy infrastructure development. This strategy amounts to nothing less than 'removing the firewood from under the pot' for Alberta’s economy. Numerous major domestic and foreign investment projects—spanning agriculture and energy—were canceled outright. This has materially eroded the quality of life and income sources for Alberta residents. These repeated actions clearly demonstrate Alberta’s longstanding and deep-seated resentment toward the federal government’s 'authoritarian' conduct. In 2022, Alberta launched a campaign urging truck drivers from the province to drive all the way to the national capital, Ottawa, to protest the federal government’s unfair policies against Alberta.
