South Africa currently holds about 8 million barrels of crude oil reserves—but no dedicated refined product inventories. Legislators had warned of this vulnerability last year, and now the crisis has fully materialized. CEO Ben Magara bluntly stated the reality: soaring freight and insurance costs, coupled with heightened risks of supply chain disruption. As the Dangote Refinery ecosystem expands in Nigeria, Chinese enterprises integrating into it are embracing opportunity.

Now consider financing. The African Export-Import Bank’s (Afreximbank) official statement on March 31 is even more revealing. Of the $4 billion syndicated loan, Afreximbank alone underwrote $2.5 billion and co-led the syndication alongside Access Bank. The bank also noted that it had previously extended $1 billion in working capital and provided advisory support for Nigeria’s naira-for-crude oil local-currency procurement and sales mechanism. Put plainly, African capital is elevating Dangote—not merely as a mega-project, but as a continental industrial flagship that must be safeguarded. This is no longer just about ramping up a single refinery. Many still cling to outdated assumptions—that large-scale refining and petrochemical platforms can only be accessed via Western investment banks, Western contractors, and Western-standard solutions. But the Lekki project has already shifted gears: lead underwriting sits squarely with African capital, and settlement mechanisms are moving toward local-currency usage. At this juncture, Chinese enterprises entering the ecosystem shouldn’t see only equipment procurement deals—they should recognize a platform-level industrial ecosystem. ▌Why should Chinese enterprises focus on the Dangote ecosystem? In my view, the most valuable signal right now is that this facility has begun exporting its influence across the broader West African supply network. According to Reuters’ March 23 report, after reaching full capacity in February, Dangote’s refined product exports from Nigeria surged from 100,000 barrels per day in February to 214,000 barrels per day in March—with 90,000 barrels per day destined for other African markets. As of that date, gasoline shipments had already reached Côte d’Ivoire, Cameroon, Tanzania, Ghana, and Togo. On March 4, Reuters reported Dangote issuing tenders for diesel and jet fuel sales. As this regional distribution chain continues expanding, value creation will extend far beyond refining margins—to include storage, port terminals, short-haul transport, trade finance, insurance, and digital trade platforms. Digging deeper, Dangote is no longer content with selling only fuel. Its polypropylene unit—scheduled to launch in 2025—will produce 830,000 tons annually, backed by an export partnership with Vinmar. On November 2025, Honeywell finalized a technology and services agreement with Dangote, targeting a refinery throughput capacity of 1.4 million barrels per day by 2028. And on February 2026, XCMG signed a $400-million equipment supply agreement covering expansion, petrochemical, agricultural, and infrastructure projects. This value chain has already stretched beyond the refinery itself—into petrochemicals, fertilizers, logistics, and industrial parks. Anyone still viewing this solely as an EPC (engineering, procurement, construction) refining contract will inevitably fall behind. One aspect especially worth pondering for Chinese enterprises: Dangote is actively extending its industrial reach beyond Nigeria. In August 2025, Dangote signed a $2.5-billion urea project shareholders’ agreement with Ethiopia’s Investment Holding Corporation—taking a 60% equity stake. Then, in March 2026, GCL Group inked a $4.2-billion, 25-year natural gas supply agreement with Dangote to fuel that Ethiopian project. This signals that the Dangote ecosystem’s boundaries now extend well beyond Lekki—into transnational industrial chains. For Chinese enterprises entering now, the opportunity is no longer confined to Nigerian contracts—it may well serve as a gateway ticket into West and East African industrial project pools. ▌Which business opportunities should Chinese enterprises seize?
