Will Africa become a new global center for industrial manufacturing in the future?

For mid- and low-end industries, Africa is certain to become the next manufacturing hub after South Asia. In fact, North African countries—Egypt and Morocco—are already regional industrial centers. Egypt’s exports of ready-made garments and chemical products are growing rapidly, while Morocco’s automobile output has surpassed that of South Africa, reaching an annual production of one million vehicles—including nearly 500,000 passenger cars. On a per capita basis, this already matches China’s level in 2012. Of course, North Africa’s situation does not represent Africa as a whole: its industrialization began earlier and its overall development level far exceeds that of Sub-Saharan Africa. Nevertheless, as Sub-Saharan African nations gradually emerge from civil wars and attain social stability, they now have the opportunity for peaceful development—and in this era of globalization, they are boarding the ‘last train’ of industrialization. For a comprehensive overview of industrialization across Sub-Saharan Africa, please refer to my article “Industrialization in Sub-Saharan Africa.” Here, I would like to introduce a towering African business magnate—through him, we can glimpse just how powerful Africa’s industrial momentum truly is. This is Aliko Dangote, Africa’s richest person and a Nigerian national. Born into a Muslim merchant family in northern Nigeria, he built a vast industrial empire—the Dangote Group—starting from cement trading. Nigeria’s industrial foundation is weak, and basic industrial goods essential for industrialization are severely scarce. As a result, private capital has had no choice but to shoulder the burden of industrialization. Though framed as a ‘burden,’ it is equally an opportunity: scarcity of domestic supply creates relatively high profit margins in local markets. Dangote’s enterprise thus began with cement manufacturing; after achieving an annual output of several tens of millions of tons across West Africa, it moved into petroleum refining. Its Lagos refinery currently processes 650,000 barrels of crude oil per day—and plans are underway to expand capacity to 1.4 million barrels daily. Simultaneously, the Dangote Group has launched a refinery project in Kenya (East Africa), with total investment reaching $15 billion and planned daily capacity of 700,000 barrels. Upon completion of both new projects, Dangote Group’s total daily refining capacity will reach 2.1 million barrels. Recall that China’s annual refining output in 1990 was only 100 million tons—roughly equivalent to 2 million barrels per day—comparable to Dangote Group’s post-expansion capacity. If we include other refineries operated by Sub-Saharan African enterprises, the continent’s total refining capacity is approaching China’s level around the year 2000. Beyond refining, Dangote’s fertilizer investments are also massive: its current urea production capacity in Nigeria stands at 3 million tons annually, with expansion plans underway in both Nigeria and Ethiopia targeting an eventual output of 12 million tons per year—leaping forward to match China’s early-1990s level.

Upon news of the closure, governments in South Africa, Ghana, and Kenya immediately approached Nigeria’s Dangote Refinery. This facility—capable of producing 650,000 barrels per day—suddenly became Africa’s most sought-after fuel supplier. According to BusinessDay, citing informed sources, South Africa is negotiating a 12-month standard supply contract with Nigeria; terms remain confidential. Yet a hard constraint exists: roughly 75% of the Dangote Refinery’s capacity is reserved for Nigeria’s domestic market, leaving minimal volume available for export. South Africa currently holds about 8 million barrels of crude oil reserves—but no dedicated refined product inventories. Legislators had warned of this vulnerability last year; now the crisis has fully materialized. CEO Ben Magara bluntly stated the reality: soaring freight and insurance costs, coupled with heightened supply-chain disruption risks. Global oil prices have already breached $100 per barrel, and spare capacity is critically insufficient—conditions for near-term price relief simply do not exist. ▌What Chinese enterprises in Africa face today First, costs—this is an immediate, urgent reality: Maritime insurance premiums and bunker surcharges are rising sharply. For Chinese manufacturing firms reliant on imported raw materials, shipping costs are expected to increase noticeably—exact percentages depend on route and cargo type, but the author estimates pressure ranging from 10% to 25% on some routes. Fuel shortages-driven inflation will accelerate host-country foreign exchange reserve depletion, thereby delaying project payment recoveries. Combined, these two factors will either squeeze profits—or, in severe cases, jeopardize cash flow. Another easily overlooked risk: piracy in the Gulf of Guinea is already frequent. With more tankers congregating in West African waters, maritime security pressure will intensify further. Chinese enterprises must raise overseas asset security standards—now.
