CCUS Series 5 — Development Pathways of CCUS in Major Developed Countries and Regions

Yesterday, we shared Part 4 of the CCUS series: Assessments by International Organizations of CCUS Contributions. Today, we present Part 5: Development Pathways of CCUS in Major Developed Countries and Regions. 1. United States 2. European Union 3. Japan 1. United States In 2020, the United States added 12 new commercial CCUS projects, bringing the total number of operational CCUS projects to 38—approximately half of all operational CCUS projects worldwide—and achieving a CO₂ capture capacity exceeding 30 million tonnes. U.S. CCUS projects span diverse sectors, including cement manufacturing, coal-fired power generation, gas-fired power generation, waste-to-energy plants, and the chemical industry. Roughly half of these projects no longer rely on CO₂-EOR (Enhanced Oil Recovery) for revenue, thanks to U.S. government subsidy policies. CCUS projects in the U.S. can access federal and state financial support through the federal 45Q tax credit and California’s Low Carbon Fuel Standard (LCFS), significantly improving project feasibility and enabling long-term sustainable operation. Additionally, in 2020, the U.S. Department of Energy invested USD 270 million to support CCUS projects, substantially accelerating their development. Following its 2018 revision, the 45Q tax credit substantially increased the per-tonne CO₂ subsidy amount. The 45Q program employs a tiered pricing mechanism: the subsidy for geological CO₂ storage rises from USD 25.70 per tonne of CO₂ (2018) to USD 50.00 per tonne (2026); for non-geological storage (primarily CO₂-EOR and CO₂ utilization), it increases from USD 15.29 per tonne (2018) to USD 35.00 per tonne (2026). On January 15, 2021, the U.S. released the final 45Q regulations, introducing a more flexible allocation system for tax credit eligibility and explicitly opening eligibility to private capital. This approach enables investing enterprises to secure stable, long-term cash flows for CCUS projects and significantly reduces financial risk—thereby encouraging investment in new CCUS initiatives. Under the 1.5°C climate target scenario, projected U.S. CCUS emission reductions are estimated at 0.91–800 million tonnes by 2030, 600–1,730 million tonnes by 2040, and 900–2,450 million tonnes by 2050. By 2050, the range is 900–2,450 million tonnes—compared with the 30 million tonnes of operational CCUS capacity in 2020, the U.S. will need to commission a large number of new CCUS projects before 2050 to meet its climate goals. 2. European Union In 2020, the EU had 13 commercial CCUS projects in operation: one in Ireland, one in the Netherlands, four in Norway, and seven in the UK. Approximately 11 additional projects are scheduled to become operational before 2030.

Loam Bio (Australia) — Agreena, an agricultural soil carbon startup, raised a USD 50 million (EUR 46 million) Series B round led by German venture capital firm HV Capital, with participation from AENU, Anthemis, Gullspång Re:food, Kinnevik, and the Danish Export and Investment Fund. The funding supports its Soil Carbon Program, which provides financial incentives to farmers transitioning to regenerative agricultural practices. 10. SAEL (India) — SAEL, a company converting agricultural waste into renewable energy, secured a USD 60 million investment from Norfund’s Norwegian Climate Investment Fund. This investment aims to reduce over 2.8 million tonnes of CO₂ emissions by curbing open-field straw burning. 11. Bluepha (China) — Biomaterials company Bluepha raised a USD 58 million Series B round led by Zhongping Capital. The company is developing a suite of natural biopolymers to assist downstream enterprises. 12. Halter (New Zealand) — Halter raised a NZD 85 million (USD 53.3 million) Series C round led by Bessemer Venture Partners, with Blackbird Ventures participating. Halter focuses on developing solar-powered smart cattle collars and other livestock management technologies. 13. Ecorobotix (Switzerland) — Agri-robotics startup Ecorobotix raised a USD 52 million Series B round co-led by Aqton PE and Cibus Capital. The funds will support development of autonomous, precision-spraying robots for row crops and pastureland. 14. Agreena (Denmark) — Agreena’s Soil Carbon Program raised a EUR 46 million (USD 50 million) Series B round led by German venture capital firm HV Capital. The program offers financial incentives to farmers adopting regenerative agricultural practices. 15. Aemetis Biogas (USA) — Aemetis Biogas, a subsidiary of biofuel company Aemetis, secured a USD 50 million debt financing round. Backed by a loan guarantee commitment under the U.S. Department of Agriculture’s Renewable Energy for America Program (REAP), the funds will finance construction of dairy biogas digesters. 16. Green Genius (Lithuania) — Renewable energy company Green Genius secured a USD 50 million financing package from Polish bank mBank to build a 69 MW solar power plant in Poland—the largest transaction Green Genius has closed in Poland to date; the company also has other solar projects under development there. 17. Bio-Engine (China) — In May this year, Bio-Engine—a company producing serum-free cell culture media for human and animal cells—raised a USD 41 million (over RMB 300 million) Series C round led by Newerli Capital.
