Current Status and Trends Report on the Biodiesel Industry

I. Background Introduction Biodiesel is an excellent alternative to fossil diesel. As a clean energy source, it imposes no additional carbon emissions burden on the environment during combustion. Moreover, unlike fossil diesel, biodiesel contains no aromatic compounds that pollute the environment and exhibits good biodegradability; thus, it is termed a renewable clean energy source and has been prioritized for development by countries worldwide. With the promotion of energy-saving, emission-reduction policies—and concepts such as "carbon neutrality" and "peak carbon"—global biodiesel production and demand have maintained steady growth, except for a slight decline in 2020 due to the pandemic. The 2018 Renewable Energy Directive (RED II) stipulated that renewables should account for 32% of total energy demand by 2030, and that renewable fuels should constitute 14% of road transport fuel by the same year. In July 2021, the European Union adopted the RED Amendment, raising the EU’s renewable energy share in total energy consumption from 32% to 40% by 2030, increasing its greenhouse gas emission reduction target from 40% to 55%, and raising the renewable fuel share in transport fuel from 14% to 26%. Aviation accounts for 12% of transportation-sector emissions and 2% of total global CO₂ emissions. Due to stringent requirements for power output, range, payload capacity, and safety in air transport, the aviation industry widely acknowledges that current engine technologies will remain dominant for the foreseeable future. Under the carbon neutrality goal, international aviation has formulated ambitious carbon-reduction plans. The International Civil Aviation Organization (ICAO) established CORSIA—the world’s first industry-wide carbon offset and reduction scheme—and has set a target of achieving net-zero international aviation emissions by 2050. As of July 2022, among ICAO’s 193 member states, 133 countries—including China—had voluntarily submitted national action plans, covering 98.2% of global air traffic volume [3]. CORSIA’s pilot phase ran from 2021 to 2023; its first phase (2024–2026) is voluntary; and its second phase (2027–2035) mandates participation for countries whose international aviation revenue ton-kilometers (RTK) exceed 0.5% individually or collectively account for over 90% of global international aviation RTK. II. Main Products and Technical Pathways of Biodiesel 2.1 Sustainable Aviation Fuel (SAF) As global aviation continues expanding, demand for jet fuel rises steadily—and so does associated CO₂ emissions. To reduce or mitigate CO₂ emissions, governments are actively promoting the research, development, and utilization of biojet fuel through integrated resource allocation and multi-stakeholder collaboration. Sustainable aviation fuel (SAF) is produced from renewable feedstocks such as oils and fats or agricultural/forestry residues. Its production absorbs atmospheric CO₂, while combustion releases CO₂ back into the atmosphere; thus, part of the CO₂ remains in a closed-loop cycle throughout the production-to-combustion process, conferring net emission-reduction benefits. Compared with conventional jet fuel, SAF can reduce CO₂ emissions during production by over 55%, with reductions reaching up to 90%.
