People often attribute the stability of Gulf states to the use of petrodollars, assuming that large-scale dollar expenditures buy loyalty and thus ensure regime durability. However, this explanation is incomplete. Other Arab regimes have similarly attempted to trade oil wealth for political support—yet many have failed to sustain stability over time, as evidenced by Muammar Gaddafi’s Libya. Therefore, we must move beyond simplistic explanations rooted solely in the possession of oil wealth, and instead conduct a multidimensional analysis across several key dimensions: how petrodollars are deployed and the mechanisms through which payments are made; the logic underpinning national security system construction; strategies for maintaining a favorable diplomatic environment; sustainable management of petroleum foreign exchange reserves; pathways toward industrial diversification; and—most critically from the author’s perspective—how oil wealth shapes and transforms everyday social life. Only such a multidimensional analytical framework can help us truly grasp the deep-rooted reasons behind the long-term stability of Gulf states. In the course of economic development, changes to demographic structure and social institutions are inevitable. During this process, Gulf states have demonstrated remarkable resilience—most notably through their foreign labor systems and modes of social governance. On this point, I will draw upon my personal experience to illustrate the Gulf states’ philosophy of human resource management. First is the foundational ownership structure of Gulf states. Their fiscal systems rest upon a distinctive ownership base. These countries generally impose extremely low—or even zero—consumption taxes, aiming to boost residents’ purchasing power and maintain low commodity prices. Instead, government revenue relies primarily on two pillars: land taxation and corporate taxation. Countries like Qatar have been able to sustain this unique tax structure due to their historical negotiations with British and American oil companies. During the protracted wave of oil nationalization reforms, Gulf governments gradually assumed dominant control. In the 1950s–1970s nationalization wave, Gulf states accomplished a dramatic leap in property rights: Qatar forcibly acquired a 60% stake in QP Company in 1977; Abu Dhabi achieved oil asset nationalization through the establishment of ADNOC in 1971; and Saudi Arabia incrementally seized control over Aramco through successive rounds of equity dilution. Through shrewd negotiation strategies, these states ultimately secured absolute ownership over land resources—regardless of whether operations were run by domestic Gulf enterprises or Anglo-American multinational corporations, only limited usage rights were granted to operators, while ultimate land rights remained firmly vested in the state (and its royal families). This distinctive property arrangement renders Gulf states the closest contemporary real-world implementation of Henry George’s single-tax theory. Their fiscal structures exhibit striking features: over 90% of government revenue derives from land leasing and state-owned enterprise trade. The UAE introduced its first 5% value-added tax only in 2018; Qatar still has no consumption tax whatsoever. Tax categories are drastically simplified; modern levies such as personal income tax are virtually nonexistent. This institutional design has produced a single-tax society unprecedented in human history—the Gulf states are, in effect, ‘Georgist theocracies.’ In this process, ruling Arab monarchies underwent transformation—from traditional sovereigns into capitalist representatives aligned with capital interests. They co-opted commercial elites through domestic contracts awarded to state-owned enterprises. Their collaboration with capitalists—and heavy investment in infrastructure—enabled new industrial and commercial expansion.

The Story of Saudi Aramco: A 47-Year Struggle for Resource Sovereignty—not Simply Expelling Foreign Oil Companies

By this time, Saudi Arabia was no longer the country of the 1930s—desperate for foreign expertise to locate oil. Holding world-class petroleum reserves, it enjoyed a torrent of revenues. Yet the entire industrial chain—from field development and infrastructure construction to global sales—remained dominated by foreign companies. The oil crisis proved one decisive truth to the world: crude oil supply itself constituted the strongest bargaining chip. The balance of power at the negotiating table was completely reversed. Yet Saudi Arabia did not summarily expel American managers. It preserved the cooperative model—because it needed Aramco’s decades of accumulated geological data, engineering expertise, production experience, and overseas market channels. Meanwhile, American firms acknowledged reality: the colonial-era concession system was over. The Final Act: 100% Nationalization and the Birth of Saudi Aramco Negotiations continued. On April 15, 1980, the Saudi government completed its acquisition, securing 100% ownership of Aramco, with financial retroactivity effective from January 1, 1976. From the signing of the original concession agreement in 1933 to full recovery of control in 1980, the process spanned 47 years. Reviewing the full logic: Initially: Saudi Arabia owned underground resources; the U.S. held development capacity. Step One: Secure higher profit shares. Step Two: Acquire equity, gaining formal corporate rights. Step Three: Achieve complete national control. This was not a revolutionary rupture dismantling the old system. Oil fields, pipelines, and port facilities all remained operational; engineers and management systems continued functioning uninterrupted. What changed was who owned the assets—and who held ultimate decision-making authority. In 1988, the Saudi Arabian Oil Company was formally established, assuming all of Aramco’s former operations—the entity known today as Saudi Aramco. Final Note: A Microcosm of the 20th-Century Global Petroleum Order Viewed solely through Aramco’s lens, the story is one of gradual transition from foreign enterprise to state-owned enterprise. But placed within its broader historical context, its evolution was profoundly shaped by a cascade of external events: Venezuela demonstrated the feasibility of redistributing profits; Iran’s nationalization attempt revealed the immense risks of radical approaches; OPEC provided fragmented oil producers with a collective bargaining platform; and the 1973 oil crisis made consuming nations acutely aware of producing nations’ power.
