The Ministry of Finance issued a statement noting that the utilities and service charges rebates form part of the permanent GST Voucher—U-Save scheme, through which the government continues to assist lower- and middle-income households in coping with rising GST and living costs. The statement indicates that eligible households will receive rebates sufficient to offset 1.5 to 3.5 months’ worth of service and miscellaneous charges. In FY2022, households received double the usual utilities rebates: ・ Households residing in one- and two-room flats received rebates averaging enough to cover 8 to 10 months’ worth of utilities bills. ・ Households in three- and four-room flats received rebates covering 4 to 6 months’ worth of utilities bills. Electricity tariff reduced by 1.4% for October–December After six consecutive quarters of increases, residential electricity tariffs will see a slight decline in the next quarter: an average reduction of 1.4% (or 0.42 cents per kWh), bringing the tariff down to 29.74 cents per kWh (excluding 7% GST). According to a statement by SP Group, the residential electricity tariff for 1 October to 31 December will fall from 30.17 cents to 29.74 cents per kWh. Including GST, the price becomes 31.82 cents per kWh. This translates into an average monthly reduction of S$1.55 (excluding GST) for four-room HDB households. SP Group explained The reduction stems from lower energy costs compared to previous quarters. SP Group reviews and adjusts electricity tariffs every three months in accordance with guidelines set by the Energy Market Authority (EMA); this adjustment has been approved by EMA. This tariff revision affects only households still purchasing electricity under SP Group’s regulated tariff plans. Households that have signed fixed-price plans with electricity retailers remain unaffected by this latest adjustment. Singapore’s electricity tariff comprises four components: energy cost, network cost, market support services fee, and market administration & power system operation fee—with energy cost accounting for nearly 80%, the largest share. Since Singapore relies heavily on imported natural gas for power generation, fluctuations in global energy markets directly impact local electricity prices. Town gas tariff slightly reduced for October–December The residential town gas tariff for the next quarter will see a marginal decrease: a reduction of 0.36 cents per kWh (excluding GST), from 23.09 cents to 22.73 cents per kWh.

Last year, Singapore expanded the Climate-Friendly Household Programme—first launched in 2020—so that all HDB households became eligible for a S$300 climate voucher, usable toward purchasing any of 10 energy- and water-efficient appliances and devices. This year, Singapore further enhanced the programme: HDB residents now receive an additional S$100 voucher; meanwhile, private residential households—previously excluded—now qualify for a S$400 voucher. II. Water tariff increase from April: How can residents cope? 1. Water tariff to rise by at least S$0.30 per cubic metre from April In 2023, PUB announced that water tariffs would be raised in two phases: on 1 April 2024 and again on 1 April 2025—each time by 50 cents per cubic metre, representing an overall 18% increase. On 1 April 2024, the tariff rose by 20 cents per cubic metre; it will rise by another 30 cents per cubic metre on 1 April 2025—equivalent to roughly S$0.01 per 200ml cup of coffee, or S$0.025 per 500ml bottled water. Associate Professor Salvo of the Department of Economics at the National University of Singapore noted that increasingly hot weather prompts people to shower more frequently or for longer durations; increased perspiration also leads to more frequent washing of clothes and bed linens—thereby raising daily per capita household water consumption. “Despite the tariff hike, water consumption continues to rise. From an economic perspective, hotter weather and rising incomes are driving up water demand—sufficiently to outweigh the dampening effect of higher tariffs. Had tariffs not risen, water consumption would likely have increased even more.” 2. Up to S$760 in water bill rebates, disbursed in two instalments In February, when delivering the Budget Statement for FY2025, Singapore’s Prime Minister and Minister for Finance, Lawrence Wong, announced: To help local households manage rising living costs, Singapore will provide additional utilities rebates—up to S$760 per eligible household. Singaporean citizen households residing in HDB flats—and owning no more than one property—will qualify for these additional utilities rebates. The rebate amount varies by flat type and will be disbursed in two instalments—in April and October this year. Combined with the U-Save rebates under the Assurance Package and the regular GST Voucher—U-Save rebates, eligible one- and two-room HDB households can receive up to S$760 in utilities rebates between April 2024 and January 2026—sufficient to offset approximately six months’ worth of utilities bills. Three- and four-room flat households will receive total rebates of S$680 and S$600 respectively—equivalent to about three months’ worth of utilities bills. Households in five-room flats and executive condominiums will receive S$520 and S$440 respectively.
