Full text of Canadian Prime Minister Carney’s speech at the World Economic Forum in Davos

Canada was one of the first countries to hear the alarm bell—prompting us to fundamentally recalibrate our strategic posture. Canadians know that our former comfortable assumption—that geography and alliance membership would automatically deliver prosperity and security—no longer holds. Our new approach is grounded in what Finnish President Alexander Stubb calls 'value-based realism.' In other words, we strive to be both principled and pragmatic. Being principled means upholding our commitment to fundamental values: sovereignty, territorial integrity, the prohibition on the use of force except as permitted under the UN Charter, and respect for human rights. Being pragmatic means acknowledging that progress is often incremental, interests are divergent, and not every partner shares all our values. Accordingly, we engage broadly and strategically—with open eyes. We confront the world as it is—not wait for the world we wish existed. We are calibrating our relationships so their depth reflects our values—and prioritizing broad engagement at a time when the world is highly fluid, fraught with risk, and pivotal for our future. Moreover, we rely not only on the power of our values—but also on the value of our power. And we are building that power at home. Since this government took office, we have reduced personal income taxes, capital gains taxes, and corporate investment taxes. We have eliminated all federal-level interprovincial trade barriers. We are accelerating $1 trillion in investments across energy, artificial intelligence, critical minerals, and new trade corridors. By the end of this decade, we will double defence spending—and do so in a way that builds domestic industrial capacity. We are also rapidly diversifying our external partnerships. We have concluded a Comprehensive Strategic Partnership with the European Union—including accession to the European Defence Procurement Arrangement (SAFE). Within six months, we have signed another 12 trade and security agreements across four continents. In the past few days alone, we have established new strategic partnerships with China and Qatar. We are negotiating free trade agreements with India, ASEAN, Thailand, the Philippines, and Mercosur. And we are doing something else: advancing a 'variable geometry' approach to help solve global challenges. In other words, we are forming different coalitions—tailored to specific issues—based on shared values and interests. On Ukraine, we are a core member of the 'Coalition of the Willing'—and among the top per-capita contributors to its defence and security efforts. On Arctic sovereignty, we stand firmly with Greenland and Denmark—and fully support Greenland’s unique right to determine its own future. Our commitment to NATO Article 5 remains unwavering. Therefore, we are working closely with NATO allies—including the Nordic-Baltic Eight—to further strengthen the Alliance’s northern and western flanks. This includes Canada’s unprecedented investments in over-the-horizon radar, submarines, aircraft, and ground forces—'boots on the ice.'

With this mandate, the Carney government can now boldly launch multi-billion-dollar national initiatives and effectively advance its international student and immigration policies. Bottom line: Canadian politics has just undergone its most consequential realignment of the next decade. Following the April 13 by-elections, the Liberals formally secured 174 seats—crossing the threshold for a majority government. This is no ordinary electoral victory: it grants Prime Minister Carney absolute legislative authority to advance legislation independently—free from obstruction by opposition parties. My prediction made six months ago has come true: a strong, decisive, and action-oriented central government is now firmly in place. I. What does a majority government mean? Multi-billion-dollar national projects can now move from paper to reality. For the past two years, Canada’s infrastructure, energy, and housing projects have been stuck in a vicious cycle of 'proposal–debate–stagnation.' Opposition parties could indefinitely delay budgets and block procurement tenders in Parliament. Now, with 174 seats, the Carney government can expedite approval timelines for budgets, labour authorizations, environmental assessments, and land expropriations—from an average of 18–24 months down to just 6–8 months. Concrete figures: Under the Liberals’ long-term investment framework, three flagship projects—high-speed rail along the Toronto–Quebec City corridor, nationwide grid interconnection, and modular housing factories—carry a combined investment value exceeding CAD $120 billion. Under majority government conditions, full legislative authorization and initial funding disbursement for all three projects can be completed by the end of 2026—without being derailed by parliamentary filibusters, as occurred in the previous term. II. Major foreign trade contracts: From 'negotiation marathons' to 'fast-track signing'. Prime Minister Carney, a former central banker, deeply understands trade finance and currency hedging. A majority government gives him a crucial advantage: the ability to swiftly pass enabling legislation for trade agreements while simultaneously upgrading customs infrastructure and implementing tariff reductions. Within the next six months, several supplementary trade agreements with China, the UK, ASEAN, and the EU are expected to enter substantive implementation phases. Take critical minerals as an example: Canada has already signed supply-chain cooperation memoranda with multiple G7 countries—but lacked domestic legislative backing. A majority government enables passage of the 'Critical Minerals Accelerated Extraction Act' by Q3 this year, slashing permitting timelines from an average of 5.7 years to under two years. This directly affects the execution of export contracts worth over CAD $40 billion annually. III. International student and immigration policy: The 'certainty dividend' driven by mega-projects. Many people overlook a key point: the implementation of large-scale infrastructure and trade contracts inevitably creates rigid demand for skilled workers, engineers, and project managers. The Carney government has explicitly stated its intention to align immigration quotas with the labour needs of major projects. According to internal Liberal Party planning documents, a 'Mega-Project Immigration Stream' will be launched over the next five years: skilled workers and international graduates employed on federally designated large-scale infrastructure, clean energy, or critical minerals projects will receive priority permanent residence application processing—with processing times shortened from the current 12–16 months to under six months. For international students, STEM graduates—especially in civil, electrical, mining, and environmental engineering—whose fields align with these priority projects will enjoy greater post-graduation employment certainty and a clearer pathway to obtaining permanent residency ('Maple Leaf Cards').
