The plan further includes 10 GW of low-carbon hydrogen generation capacity, at least half of which is to come from green hydrogen. Beyond new energy sources, the government has also stated that, to reduce dependence on imported fossil fuels, it will expand oil and gas exploration and production in the North Sea, issuing licences for new North Sea oil and gas projects this autumn. Yet both the UK’s energy transition plan and its Energy Security Strategy are designed with medium- to long-term goals in mind. Against today’s severe imbalance between energy supply and demand, these policies clearly cannot address immediate needs. Official UK statistics show inflation reached 11.1% in October, with average annual inflation expected to hit 9.1% this year. Moreover, at the end of October, British Gas warned that the UK’s natural gas stocks would last only nine days—yet approximately 40% of the UK’s electricity is generated from natural gas. In 2021, 17% of the UK’s natural gas imports arrived in liquefied form (LNG); complying with Western sanctions against Russia and eliminating reliance on Russian gas therefore requires the UK to urgently secure alternative LNG import channels. According to UK media reports, the UK government hopes to strike a deal with the United States for roughly 10 billion cubic metres of annual gas supply—but this depends heavily on terms set by US private companies. Additionally, the UK must seek gas imports from countries such as Norway and Qatar to ensure supply-chain security. The International Energy Agency points out that balancing short-term and long-term objectives, mitigating geopolitical energy-security risks, and managing the pace of transition appropriately represent a formidable challenge for the UK government. Lengthy construction timelines and massive funding shortfalls constitute another bottleneck for both the UK’s energy transition and its Energy Security Strategy. Offshore wind projects in the UK typically require about five years—from planning permission to full operation—while nuclear reactors, destined to play a vital role as low-carbon energy sources in the future, take up to ten years to build and entail enormous costs. This is also one of the key motivations behind the UK Treasury’s introduction of a new budget.
