The Possibility of Industrial-Scale Chemical Recycling: Has the 'Alchemy' of Plastic Waste Become Reality?

Although mechanical recycling is beneficial, it often proves ineffective against the enormous annual volume of plastic waste—especially when the waste is compositionally complex (e.g., multi-material laminates), heavily contaminated (with oils, dirt, or other impurities), and low in economic value. Food packaging bags soaked in grease, mixed industrial plastics composed of multiple materials, and agricultural mulch films tainted with contaminants frequently end up incinerated or landfilled. The bottlenecks of mechanical recycling—namely, its limited processing capacity and narrow applicability to low-value plastic waste—are precisely the critical barriers that industrial-scale chemical recycling technologies aim to overcome. 1. Molecular Reconstruction: The Core Magic of Industrial-Scale Chemical Recycling Unlike mechanical recycling—which shreds and melts plastics to produce lower-grade secondary products—chemical recycling targets the very essence of plastics: their high-molecular-weight polymer structures. Its core lies in deploying chemical reactions such as thermal cracking, catalytic cracking, and depolymerization to achieve ‘molecular-level disassembly’ and ‘reconstruction’ of plastic waste at an industrial scale. Chemical recycling demonstrates remarkable tolerance toward low-value, mixed plastic waste—including agricultural mulch films, industrial plastic scrap, and aged municipal solid waste—regardless of polymer type, color, contamination level, or composite nature. In theory, it can convert virtually all plastic waste back into valuable feedstocks for manufacturing new plastics or other chemicals, thereby enabling true circularity. Yet bridging the ‘capacity gap’ between laboratory experiments and industrial-scale deployment remains a key challenge. Most current chemical recycling projects process only tens of thousands of tons annually. Scaling up—from processing tens of thousands of tons per year, to hundreds of thousands, and ultimately to millions of tons—requires not only continuous technological breakthroughs but also coordinated efforts across the entire industrial chain and robust supporting infrastructure. 2. From Lab to Factory: Commercial-Scale Deployment Is Emerging Chemical recycling is no longer merely theoretical. Globally, industrial-scale chemical recycling projects are transitioning from pilot demonstrations to large-scale commercial operations, revealing substantial real-world potential: Europe – BASF’s ‘Chemical Recycling’ Project: Its ChemCycling™ technology feeds pyrolysis oil derived from mixed, low-value plastics into its integrated Verbund production site, replacing part of the fossil feedstock used to manufacture new plastics (e.g., PA, PP). These products have already entered end markets—including automotive components and food packaging—and received stringent certifications. USA – Eastman’s Molecular Recycling Technology: Eastman invested over USD 1 billion in a large-scale facility in Tennessee, employing methanolysis to process hard-to-recycle polyester waste (e.g., colored PET bottles, carpets, textiles), converting them into virgin-grade monomers for new polyester materials—capable of processing dozens of thousands of tons annually. China – Huicheng Environmental Protection’s One-Step Catalytic Cracking Technology: In Guangdong Province, China, Huicheng launched a 200,000-ton-per-year integrated resource utilization project for mixed low-value plastics. It pioneered a ‘one-step’ process—deep catalytic pyrolysis of mixed plastic waste (CPDCC)—directly yielding high-value products including liquefied plastic cracking gas (LPCG) and plastic cracking light oil (PCLO). These projects confirm that industrial-scale chemical recycling plants are technically feasible—and their economic viability is steadily improving through scaling, process optimization, and supportive policy frameworks.

Failure to Pay Final Acquisition Installment Leads to Court-Ordered Equity Transfer: Qidi Environment’s Subsidiary Settles Debt via RMB 490-Million Equity Valuation On June 2, Qidi Environment announced that the shareholder structure of its controlled subsidiary, Zhejiang Qidi Eco-Technology Co., Ltd., had changed—the controlling shareholder shifted from Qidi Environment to Ningbo Hangzhou Bay New Area PICC Yuanyue Qidi Science & Technology Service Equity Investment Center (Limited Partnership) (hereinafter “PICC Fund”). This change resulted from a ruling by the Beijing Financial Court, which judicially transferred Qidi Environment’s 93.419% equity stake in Zhejiang Qidi to the PICC Fund. According to the announcement, in April 2018, Qidi Environment signed an agreement with the PICC Fund and other parties to acquire 100% equity of PuHua Environmental Protection Co., Ltd. (“PuHua Environmental”) for RMB 1.3 billion in cash. Under the agreement, Qidi Environment was obligated to pay RMB 841 million to the PICC Fund as part of the equity transfer consideration. Following completion of the acquisition, PuHua Environmental became a controlled subsidiary of Qidi Environment. However, due to Qidi Environment’s failure to timely settle the equity transfer payment, the PICC Fund filed litigation in 2022 demanding payment of the remaining RMB 471 million plus default penalties. In 2024, the Beijing Financial Court froze Qidi Environment’s 93.419% equity stake in Zhejiang Qidi; the stake was auctioned in March 2025 but failed to attract any bids. Ultimately, the court ruled to offset the PICC Fund’s debt with the equity stake valued at RMB 490 million, resulting in Qidi Environment losing control of Zhejiang Qidi and ceasing to consolidate it into its financial statements. 4.
