Behind these figures lies the full-scale localization of entire industrial chains. Examples include nickel processing plants in the Morowali Industrial Park, BYD’s electric vehicle production lines, and a growing cluster of supporting enterprises spanning batteries, materials, and supply chains—already forming a relatively complete new-energy industrial ecosystem in Indonesia. More interestingly, the geographic map of Chinese investment is shifting. Historically, Chinese enterprises concentrated primarily on Java Island—the most populous, best-connected, and infrastructurally advanced region in Indonesia. The daily reduction in gas supply directly shrinks short-term oil-and-gas export revenue; combined with coordination costs arising from export order adjustments and pipeline capacity reallocation costs, this results in modest economic losses. Meanwhile, international capital markets have begun monitoring policy-related risks in Indonesia, with some overseas investors expressing concern that Indonesia’s ‘domestic demand-first’ resource policies may disrupt long-standing export contractual norms—temporarily dampening foreign investor confidence in Indonesia’s oil-and-gas sector. Yet, from a core economic perspective, the positive returns from this adjustment far outweigh the short-term losses. First, it solidifies domestic industrial and civilian energy security. Indonesia is currently in a rapid industrialization phase, and its domestic manufacturing, fertilizer production, and power supply have long been constrained by energy shortages—causing many industrial projects to idle due to insufficient gas supply. Redirecting exported natural gas to domestic power utilities can effectively fill domestic electricity supply gaps, stabilize industrial operating rates, and ensure stable residential electricity supply—providing fundamental support for domestic economic recovery and SME manufacturing development, and fundamentally alleviating energy shortages’ drag on GDP growth. Second, it maximizes resource value through upgrading. For decades, Indonesia exported raw natural gas at low prices, capturing only basic resource rents while generating minimal added value along the industrial chain.
