API manufacturing is highly water-intensive; major Indian pharmaceutical clusters suffer chronic water shortages (e.g., the 2024 Bengaluru water crisis forced some pharmaceutical companies to suspend operations). India’s power supply is unstable, and reliance on backup diesel generators further inflates operating costs. For India to replace China, it needs more than just policy support and capital—it requires a complete chemical industrial ecosystem, whose development timeline cannot be shorter than 15 years. Section III: Development Trends of Overseas Cases—Have Alternative Capacities Actually Been Built? This section consolidates the preceding scattered observations into a unified framework: rather than focusing on who is shouting “de-Chinaization,” we should ask whether alternative production capacity has actually been built. I. South Korea: The Competitor Truly Expanding Rapidly Among all alternatives, South Korea is making the most tangible progress—especially in the CDMO space. Samsung Biologics and SK Pharmteco are rapidly expanding capacity, jointly announcing over USD 10 billion in new capacity expansion plans between 2023 and 2024. Samsung Biologics’ global CMO/CDMO capacity has already entered the top tier, winning substantial orders from major Western pharmaceutical companies thanks to its scale, speed, and quality track record. Why is South Korea pulling ahead? Clear industrial policy, intensive capital investment, and strategic positioning in the high-growth biopharmaceutical (rather than small-molecule API) segment—distinct from India’s path of “catching up in small-molecule APIs.” South Korea is betting on higher-value biopharmaceutical contract development and manufacturing. A warning for China: China’s CDMO moat lies not in irreplaceable technology, but in service speed and client stickiness. If geopolitical pressures drive clients to actively seek alternative suppliers, South Korea’s rapidly expanding capacity stands ready to absorb that demand. II. India’s PLI Scheme: Subsidies Are Being Implemented—but Replacement Remains Distant India’s Production-Linked Incentive (PLI) scheme offers subsidies for APIs and intermediates, aiming to reduce dependence on China. Yet implementation has yielded limited results: incentives mainly cover bulk commodities, and India’s structural dependency on Chinese intermediates remains unaddressed—even if subsidized capacity is built, raw materials still need to be imported. India functions more as an “extension of China’s supply chain” than as a true alternative. III. EU/US Capacity: The Gap Between Rhetoric and Reality The EU’s €300 million subsidy under its Critical Medicines Act and the US’s $2 billion executive order are mere drops in the bucket relative to industry investment needs—often running into several billion dollars per project. Moreover, these initiatives face constraints including regulatory fragmentation (EU), deindustrialization and talent shortages (Europe), and NIMBYism and long lead times (US).
