What is the current market status and future development prospects of the bio-aviation fuel (bio-jet fuel) industry?

From 2024 to 2026, this policy will first be implemented domestically among the 126 member countries, with carbon taxes and penalties imposed on domestic flights and international flights between member countries; starting in 2027, return flights between non-member and member countries will also be subject to corresponding carbon taxes and penalties. The SAF blending policy is ultimately not a regional initiative launched by certain countries, but rather evolves into a global trend jointly initiated and embraced by multiple countries. In 2021, China issued its 'Action Plan for Carbon Peak Before 2030', listing the aviation industry among key carbon-emitting sectors under the national carbon market and vigorously promoting the development of alternative fuels such as SAF. In January 2022, China’s '14th Five-Year Plan for Green Civil Aviation Development' proposed a target of 50,000 tons of SAF consumption during the 14th Five-Year Plan period (2021–2025), with annual consumption reaching 20,000 tons by 2025. Compared to China’s annual jet fuel consumption of approximately 30 million tons, this target appears relatively conservative—but the direction toward SAF development is unequivocally established, indicating enormous future market potential. In October 2023, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, the Ministry of Finance, and the CAAC jointly issued the 'Outline for the Development of Green Aviation Manufacturing (2023–2035)', which sets a goal of achieving demonstration applications of domestically produced civil aircraft powered by SAF by 2025. In September 2024, China’s National Development and Reform Commission (NDRC) and the CAAC officially launched SAF application pilot programs. Starting September 19, twelve flights operated by Air China, China Eastern Airlines, and China Southern Airlines—departing from Beijing Daxing, Chengdu Shuangliu, Zhengzhou Xinzheng, and Ningbo Lishe airports—began using sustainable aviation fuel. In July 2025, the People’s Bank of China, the National Financial Regulatory Administration, and the China Securities Regulatory Commission jointly issued the 'Green Finance Support Project Catalogue (2025 Edition)' to further advance green finance and support comprehensive green transformation of the economy and society. The release of this document not only provides clearer guidance for the green finance market but also creates new opportunities for multiple green projects—including Sustainable Aviation Fuel (SAF).
