South Africa's National Strategic Crude Oil Reserve: A Practice of Mixed Praise and Criticism

South Africa began constructing its national strategic crude oil reserve in the 1960s, reaching its largest scale in 1988. Over nearly six decades of building and managing its national petroleum reserves, South Africa has conducted extensive, proactive, and valuable explorations—achieving notable successes, but also encountering serious problems. These experiences offer useful lessons and references for many countries currently developing their own strategic petroleum reserves. Construction Process and Current Status of South Africa’s National Strategic Crude Oil Reserve South Africa, located at the southernmost tip of the African continent, has a population of approximately 62 million and ranks as Africa’s third-largest economy. In 2023, South Africa’s GDP totaled USD 405.71 billion, trailing only Nigeria and Egypt. Despite being Africa’s third-largest economy, South Africa is Africa’s largest energy consumer. In 2023, its total primary energy consumption reached 4.85 exajoules—accounting for 23.23% of the entire African continent’s primary energy consumption. South Africa’s energy consumption remains heavily coal-dependent: in 2023, coal accounted for as much as 68.66% of its primary energy consumption, while petroleum contributed 22.47%. Though rich in mineral resources—including abundant coal deposits—South Africa produces virtually no crude oil. With the exception of domestically produced coal-to-liquids (CTL) fuels, all liquid fuels consumed in the country rely almost entirely on imports. Given its abundant coal resources, the South African government enacted the Liquid Fuels and Petroleum Act as early as 1947, designating coal liquefaction (CTL) technology development as a national strategic priority. In 1954, Sasol—the South African company—built the world’s first coal-to-liquids plant in Sasolburg, South Africa. In 1955, Sasol successfully synthesized its first barrel of coal-derived diesel using low-temperature Fischer–Tropsch (FT) synthesis. In 1980 and 1983, Sasol constructed two additional CTL plants in Secunda, thereby laying the foundation for South Africa’s coal-to-liquids industry. In 2012, Sasol’s coal-to-liquids output amounted to approximately 30 million tonnes. Due to its long-standing policies of racial discrimination and apartheid, South Africa faced widespread international condemnation and sanctions for an extended period. Consequently, alongside its vigorous expansion of coal-to-liquids production, the South African government launched its national strategic petroleum reserve program at an early stage. In 1964, the Department of Economic Affairs established the Strategic Fuel Fund (SFF) to store strategic crude oil; the fund was fully capitalized by the Industrial Development Corporation (IDC), a state-owned financial institution. Simultaneously, the government-owned External Procurement Fund provided interest-free loans to the SFF to support its operations. Under South Africa’s Act No. 21, the Strategic Fuel Fund is legally defined as a non-profit entity. In 1967, the SFF acquired its first batch of reserve crude oil, stored in tanks at its Middenfontein facility. In 1973, African and Arab nations imposed an oil embargo on South Africa—the first such international oil embargo against the country.
