The global residential energy storage super-cycle has arrived! Soaring electricity prices and geopolitical conflicts are catalyzing rapid growth across Europe, the United States, and emerging markets.

At the supply-demand level, in 2025 wind and solar generation accounted for 30% of the EU’s total electricity output—surpassing fossil fuels for the first time. However, the temporal mismatch between renewable generation and electricity demand has intensified grid integration pressure. In 2025, Spain, Germany, and the Netherlands each experienced over 500 hours of negative electricity prices; Belgium, France, and Poland exceeded 450 hours—highlighting the increasingly critical role of energy storage in smoothing grid fluctuations. This measure is straightforward: since non-gas units—including renewables and nuclear—have low marginal operating costs, they earn windfall profits when electricity prices surge due to gas-driven marginal pricing. Gas-fired plants, by contrast, bear high fuel costs and thus gain no such advantage. From a fairness perspective, the Commission aims to recapture part of these excess revenues to subsidize consumers and other stakeholders. Yet the seven countries object, arguing that such levies discourage renewable investment and erode investor confidence—ultimately hindering the energy transition. Hence their recommendations emphasize optimizing the electricity market *without* compromising the stability needed for clean energy investment. Ultimately, the EU’s electricity market design reform seeks to address two core questions: how to shield consumers from external price shocks, and how to ensure investors receive credible, long-term signals to continue investing in renewables and demand-side management. Numerous institutions responded to the European Commission’s public consultation on this reform; the seven countries do not represent the mainstream view. Spain and France, for instance, support the Commission’s proposed reforms. Broadly speaking, Nordic countries tend to oppose the reform, whereas Southern European nations—Spain, Portugal, Italy, Greece, and France—largely support it. This divergence likely reflects each country’s domestic circumstances, the severity of domestic electricity price volatility, and the nature of national mitigation measures already adopted. For example, Spain strongly supports the proposal because it has suffered the most acute electricity price volatility—and has already responded domestically via price caps and expanded PPAs.
