Which two Rosneft-owned refineries in Ufa were struck by Ukrainian drones, and what was the reported impact?

The Ukrainian Security Service of Ukraine (SBU) struck the Ufaneftekhim and Bashneft Novoil refineries in Ufa, both owned by Rosneft PJSC; the attacks caused fires at the facilities’ primary processing units, according to SBU’s statement, while regional governor Radiy Khabirov claimed the attack was repelled, drone debris fell in the industrial area, there were no injuries, and all facilities remained operational.

What broader context do these strikes fit into, and how have they affected Russia’s fuel supply and policy response?

These strikes are part of Ukraine’s intensified campaign against Russian oil-processing infrastructure to curb fuel supplies, which set a record in May and drove Russian refinery runs to a 20-year low at the start of June; the damage—including recent attacks on facilities in Ufa and Moscow—has triggered panic buying of gasoline, pushed up pump prices, disrupted supplies across many regions, and prompted Deputy Prime Minister Alexander Novak to call the fuel-supply situation 'difficult but manageable' while Russia considers banning diesel exports and halting foreign sales of gasoline and jet fuel, alongside recent tax code amendments aimed at boosting the domestic gasoline market.
