The Rhine River Is 'Breaking': Why Is German Industry Growing Anxious?

Take Covestro, a chemical company, as an example: the firm states that nearly 75% of its raw materials and over 30% of its chemical finished products rely on Rhine River transport. A drop of just a few centimeters in water level may merely widen the riverbank for tourists—but for such factories, it could simultaneously raise the cost of both raw material intake and product shipment. The First to Surge: Transportation Costs Low water levels do not immediately halt all vessel traffic; instead, they typically force ships to “load less.” This is the most insidious aspect of the problem: the waterway appears operational, yet efficiency is rapidly declining. At Duisburg—one of Germany’s largest inland ports—the port authority reports that recent vessel loading capacity has fallen to only about one-third of normal levels. To move the same volume of cargo, ship docking frequency has increased by 50–60% over recent weeks. The German Federal Association for Inland Navigation even notes that some vessels are now carrying less than one-quarter of their usual load. These constraints quickly translate into higher freight rates. In August, barge freight rates for transporting refined oil from the German industrial city of Karlsruhe to ports such as Amsterdam, Rotterdam, and Antwerp spiked to €200 per ton—surpassing the previous record of €130 per ton set during the low-water crisis of 2022. The Real Trouble: Alternatives Are Not Cheap, Either In theory, when river transport falters, rail and road transport can serve as alternatives. In reality, however, this is far from simple. Germany’s rail freight network is already strained, while road transport faces truck driver shortages and high fuel costs. Consequently, the federal states of North Rhine-Westphalia, Lower Saxony, Rhineland-Palatinate, and Saarland have successively relaxed certain truck traffic restrictions to compensate for the shortfall in waterborne transport. This means German enterprises are not simply choosing “another mode of transport”—rather, they must choose among more expensive and more congested alternatives. Covestro has already reported supply and production disruptions at some of its plants; Shell, meanwhile, is increasing inventory utilization and shifting part of its cargo to rail, road, and pipelines. Germany Has Not Forgotten the 2018 Bill Germany is no stranger to such shocks. Severe low water levels in 2018 severely restricted Rhine River transport. ING economists estimated that the drought shaved approximately 0.3 percentage points off Germany’s GDP growth. How much damage this year will ultimately cause remains uncertain. What truly warrants attention, however, is that low water levels are evolving from “occasional weather events” into recurring operational variables businesses must factor into strategic decisions: Should they hold larger inventories? Should they order vessels better suited for low-water conditions? Should they invest in dredging critical river sections? The Rhine River has not truly “dried up,” nor will German industry grind to a halt due to a few days of low water. Yet when a river becomes so shallow that cargo vessels can carry only one-third—or even less—of their normal load, it ceases to be merely a natural landscape. It begins directly rewriting factories’ logistics costs, inventory planning, and production rhythms.

The Strongest El Niño on Record Triggers Extreme Weather, Draining Every Ordinary Person’s Wallet

Concerns over supply disruptions have prompted adjustments to market expectations—even for nuts. In 2027, international pistachio prices for the Chinese market have already risen, with retail prices climbing ¥8–15 per jin (approx. 500 g). For commercial-grade pure kernels and nut pieces, the increase is even steeper—from ¥35 per jin to ¥45–67.5 per jin. Underlying these price hikes is mounting anxiety over dwindling inventories. According to data from the World Nut & Dried Fruit Council, global pistachio supply for the next harvest cycle has dropped from 1.31 million tons to 876,000 tons. China produces virtually no pistachios and relies on imports for 90% of its supply—68% from California, USA (which experienced severe winter flooding during the strong 2023 El Niño), and 31% from Kerman Province, Iran (a region increasingly afflicted by extreme drought due to climate change). In 2024, China imported 134,000 tons of pistachios from four countries, becoming the world’s second-largest importer. Nut consumption in China is exceptionally frequent: reports indicate that 77% of consumers buy nuts at least once per month, 31% purchase them weekly, and over half spend ¥51–100 per month. By 2027, these figures may rise further. Price ripples are also visible on supermarket shelves. In August, mainstream retail channels priced pistachios at ¥50–65 per jin, while gift-box packaging exceeded ¥70 per jin—representing an overall price increase of roughly 30% compared to the previous two years. Xueji Roasted Snacks acted earlier. On January 28, the *21st Century Business Herald* found that Xueji’s roasted pistachios were already priced near ¥100 per jin. Similarly, Three Squirrels—another brand founded on nuts—explicitly cited “rising global nut and dried fruit raw material costs” in its price-adjustment notice issued at the end of 2025, raising the price of its 50-gram pistachio bags by ¥1.1–5.8 each. More subtly, pistachios—as an ingredient—are being incorporated into bread, cakes, Italian gelato, affogato, and toast: a quieter, yet pervasive, layer of inflation. Even ancillary costs—notably freight—are rising. In our globalized era, certain consumer categories remain heavily import-dependent. Once goods depart a country, traverse oceans and ports, their final price inevitably shifts. In early August, Panama Canal transit fees surged dramatically: two vessels of differing tonnages paid $1.1 million and $2.5 million respectively—both records since Argus began tracking data in 2005. Part of the reason lies in frequent Middle Eastern conflicts, prompting many cargo ships to reroute away from risk zones and concentrate traffic through the Panama Canal. Another major factor is reduced rainfall under El Niño conditions, causing falling canal water levels. As draft depth shrinks, each 15-centimeter reduction forces hundreds fewer standard large containers per transit—intensifying congestion. According to the Panama Canal Authority, cumulative rainfall in the canal’s watershed from May to August 2026 fell 34% below historical averages, while inflow volumes plunged 44% below the long-term average. This phenomenon is not confined to Panama. Barge freight rates along the Rhine River—heading toward Cologne, Duisburg, Frankfurt, and Karlsruhe in Germany—have all soared to their highest levels since 2012.
