Are Milei's reforms bearing fruit? Key signals from Argentina's Q1 economic data!

From a historical perspective, Argentina’s economy contracted sharply in 2024 (by approximately -3.5%), but rebounded strongly in 2025—primarily driven by restored investor confidence following fiscal consolidation and export-led growth. Entering 2026, the base-effect has weakened, and the contractionary impact of austerity measures on domestic demand has contributed to a slowdown in GDP growth—consistent with expectations. At present, the economy is neither accelerating nor decelerating sharply; rather, it is experiencing a moderate, orderly slowdown while retaining underlying resilience. The IMF and World Bank project Argentina’s full-year 2026 GDP growth at around 3.0%–3.5%, and the Q1 data broadly aligns with this trajectory. Second, domestic demand remains weak, while external demand is robust—exports continue to serve as the primary engine of Argentina’s economic recovery. External demand is strong: In Q1 2026, Argentina’s merchandise exports reached USD 21.9 billion, up 16.9% year-on-year; imports stood at USD 16.3 billion, down 7.3% year-on-year. As a result, Argentina recorded a trade surplus of USD 5.5 billion—the main driver of economic growth. Argentina’s export growth stems largely from stable prices for agricultural commodities such as soybeans and corn, as well as increased output from the Vaca Muerta shale oil and gas project. Lithium exports also posted double-digit growth, buoyed by surging global demand for new-energy technologies. Speaking of exports, Milei’s energy development strategy deserves special attention. This strategy is pivotal because it is reshaping Argentina’s trade balance. In 2025, Argentina achieved its first energy trade surplus in nearly two decades; oil production is projected to reach one million barrels per day by 2027–2028. YPF’s VMOS pipeline project—a 437-kilometer link connecting Vaca Muerta on the Atlantic coast to Punta Colorada, backed by USD 3 billion in investment from Chevron and Shell—is expected to commence operations by end-2026, enabling the first Very Large Crude Carrier (VLCC) shipments to Asia. Natural gas is Milei’s next priority after oil. Argentina is reversing its former dependence on Bolivian gas imports and plans to build an LNG export terminal using Golar LNG floating units. Milei’s RIGI investment incentive regime—which offers 30-year tax stability, unrestricted profit repatriation, and accelerated depreciation for projects exceeding USD 200 million—has attracted over USD 6 billion in new commitments. With a breakeven cost of USD 36–45 per barrel, the field remains competitive even during severe economic downturns. Horacio Marín, CEO of YPF, stated that the company can profitably develop the entire Vaca Muerta basin at a price of USD 45 per barrel. Yet domestic demand remains sluggish and clearly under pressure: Private consumption grew only 1.2% year-on-year—far below the over-5% growth recorded for all of 2025. Gross fixed capital formation (investment) rose 2.9% year-on-year—an improvement, yet real estate and manufacturing investment remain slow to recover due to high interest rates and policy uncertainty. Government consumption edged down 0.8% year-on-year, reflecting fiscal austerity. Overall, Argentina’s Q1 2026 economy exhibits a classic “externally driven” profile. Exports contributed nearly 60% to GDP growth, whereas consumption and investment combined accounted for less than 40%.

Translation | The Milei Experiment and the Future of Free Markets in Latin America

Argentina has become Latin America’s most important economic laboratory. The question is no longer merely whether President Javier Milei can curb inflation or balance the budget—it is whether a democratic government can dismantle decades of interventionist policies, restore market confidence, and re-establish competitiveness in an economy long plagued by instability. If successful, Argentina could become a benchmark for reformers across the region; if it fails, it would further reinforce the view that radical free-market reforms are politically unsustainable in Latin America. When President Milei assumed office in December 2023, he inherited an economy verging on emergency conditions: monthly inflation hit 25.5% that month. By July 2026, it had fallen to 2.1%—slightly up from 1.9% in June—but annualized inflation remained at 33.8%. The IMF forecasts Argentina’s 2026 real GDP growth at 3.5% and consumer price inflation at 30.4%, underscoring both the progress achieved and the magnitude of remaining challenges. Argentina remains the IMF’s largest debtor country, with outstanding purchases and loans totaling approximately USD 41.8 billion as of March 31, 2026. Positive Signals In 2024, Argentina achieved its first fiscal surplus in over a decade. In May 2026, the IMF approved a USD 1 billion disbursement, citing progress in fiscal management, trade policy, and labor legislation. However, the Fund also noted Argentina’s failure to meet its end-2025 target for net international reserves—a critical vulnerability. The core tension lies in the fact that President Milei is restoring credibility faster than Argentina is rebuilding its financial buffers. The most concrete evidence of potential success comes from strategic sectors. Argentina’s Vaca Muerta shale formation holds the promise of transforming the country into a major energy exporter. According to a Reuters report from February 2026, enhanced oil and gas exports from Vaca Muerta could generate an energy trade surplus of USD 8.5–10 billion this year. Geopolitically, this is significant: Argentina may emerge as a long-term energy supplier to Brazil, Chile—and even to European buyers seeking supply diversification. YPF, Argentina’s largest energy company and a state-controlled entity, has submitted a USD 25 billion Vaca Muerta oil export project under the large-scale Investment Incentive Regime (RIGI). The project aims to achieve daily output of 240,000 barrels by 2032, with all production destined for export. YPF estimates the project will generate roughly USD 6 billion in annual export revenue and create 6,000 direct jobs during its development phase. Such initiatives hold the potential to shift Argentina from chronic U.S. dollar shortages toward a more sustainable external balance. Mining is the second pillar. Argentina possesses the world’s largest proven lithium resources—approximately 28 million metric tons—surpassing both Bolivia and Chile—and together with those two countries forms the so-called ‘Lithium Triangle.’ In May 2026, Argentina’s Mining Minister projected that lithium and copper exports could reach USD 32.7 billion annually within a decade, compared to USD 6 billion in 2025. Reportedly, mining projects submitted under the RIGI framework—both approved and pending approval—total USD 51 billion.
