A $67-billion AI company, bred by the UAE

CIC invested $5 billion in Morgan Stanley. Abu Dhabi Investment Authority (ADIA) injected $7.5 billion into Citigroup. Singapore’s GIC invested $6.88 billion into Citigroup and another $9.75 billion into UBS. Qatar Investment Authority also aggressively acquired Barclays shares during that same wave. Combined, these deals totaled over $30 billion—making them among the very few entities still pumping capital into U.S. financial institutions while everyone else was pulling money out. The third wave of capital repatriation involved acquiring stakes in major financial institutions during crises. The underlying assets purchased remained ‘pre-existing,’ but the target class upgraded—from real estate to equity stakes in banks capable of influencing America’s financial lifeline. So far, we’ve observed three such waves. Each shares the same structural logic: oil-exporting or trade-surplus nations accumulate massive dollar reserves domestically, yet lack sufficient domestic absorption capacity—forcing them to seek external outlets, ultimately channeling funds back into the United States. What differs across waves is the instrument used. From U.S. Treasury bonds, to Manhattan office buildings and Hollywood studios, to now equity stakes in banking giants like Citigroup and Morgan Stanley—the caliber of assets acquired has steadily risen. A fourth wave is now underway—and the instrument has shifted again. This time, it’s not assets being bought—but productive capacity: a company’s multi-year order pipeline and strategic roadmap. Let’s zoom back in on Abu Dhabi. G42 was founded in 2018, nominally as an AI group. Its CEO is Peng Xiao, a Chinese national who previously led DarkMatter—the UAE’s cybersecurity consortium. G42’s chairman is Sheikh Tahnoun bin Zayed, UAE National Security Advisor and a royal family member. Its capital structure tells a revealing story. In 2020, Abu Dhabi’s sovereign fund Mubadala took a stake and integrated two state-owned IT firms—Injazat and Khazna—into G42. In 2021, U.S. private equity firm Silver Lake invested $800 million for a minority stake. In April 2024, Microsoft invested $1.5 billion. That same year, the Abu Dhabi government launched MGX—a dedicated AI investment vehicle—with G42 and Mubadala as founding partners. MBZUAI stands for Mohamed bin Zayed University of Artificial Intelligence—named directly after the Crown Prince. Though formally a university, it functions as the UAE’s national hub for AI talent development and research, operating at a budget and compute scale far beyond ordinary academic institutions. Together, these two entities accounted for 86% of Cerebras’ revenue—what does that signify? It signifies that the UAE’s core strategy over recent years hasn’t been direct equity purchases in AI companies—but rather binding the production capacity of a U.S. AI firm through long-term, nationally backed procurement contracts. Cerebras’ IPO prospectus states clearly: G42 and Cerebras first formed an alliance in 2021; in July 2023, they signed their first Condor Galaxy supercomputing contract—valued at approximately $100 million. Subsequent renewals have consistently increased in scale.

$1.5 billion! Microsoft invests in UAE-based AI company G42, secures board seat

Compiled by: Giraffe TechNode, April 17 — According to a Financial Times report published on April 16, Microsoft announced on April 16 its agreement to invest $1.5 billion in Abu Dhabi-based AI group G42. Under the agreement, Microsoft will acquire a minority stake in G42 and gain a seat on its board. G42 will also adopt Microsoft’s Azure cloud platform as the foundational infrastructure for delivering its AI services. Additionally, due to U.S. government concerns regarding global geopolitical dynamics—particularly U.S.-China relations—the deal requires formal consultation and approval from the U.S. government. This investment marks another major step in Microsoft’s expansion of its AI footprint. Data shows that large tech firms—including Microsoft—tripled their investments in generative AI technologies last year. I. Microsoft’s $1.5 Billion Investment in G42: Joint Data Center Plans Microsoft has agreed to invest $1.5 billion in Abu Dhabi’s AI group G42—the latest in a series of sizable AI-related investments by the company, underscoring deepening cooperation between the United States and the United Arab Emirates. Brad Smith, Microsoft’s Vice Chair and President, stated: “Given the importance of this technology—and its significance to both our countries and governments—we have worked closely with the UAE and U.S. governments to take this first step. We will continue close collaboration with them on next steps and follow-on initiatives.” Microsoft and G42 have laid out clear transaction and partnership plans. First, as part of the deal, G42 will use Microsoft’s Azure cloud platform as the foundation for developing and deploying AI services to all its customers. Second, Microsoft and G42 plan to jointly build data centers in other countries during future phases of cooperation. They will also jointly support a $1 billion fund targeted at AI developers. Smith noted that Microsoft’s substantial investment reflects careful deliberation—and signals strong confidence in the UAE as a nation, in G42 as a company, and in its CEO Peng Xiao. G42 is pivotal to Abu Dhabi’s AI ambitions and enjoys backing from Abu Dhabi’s sovereign investor Mubadala. Sam Altman, CEO of OpenAI, has visited Abu Dhabi multiple times—including this month—to discuss, with UAE investors including Sheikh Tahnoon, a multi-billion-dollar initiative aimed at boosting semiconductor manufacturing. Microsoft is OpenAI’s primary partner. To date, Microsoft has invested $13 billion in OpenAI—most of it provided as Azure cloud credit. II. Deal Subject to U.S. Government Review; G42 Forced to Sever Ties with Chinese Firms Per the agreement between Microsoft and G42, Microsoft will obtain a small equity stake in G42, and Smith will join G42’s board. This cooperative agreement was reached only after G42 severed ties with Chinese hardware suppliers—firms that had drawn scrutiny from U.S. legislative bodies and become focal points of regulatory concern.
