Five years after acquiring Alinta Energy, Chow Tai Fook Enterprises is now considering selling it at a price below the original acquisition cost—potentially reflecting subpar operational performance and declining parent-company earnings, among other possible factors. Alinta is Western Australia’s largest electricity retailer, commanding 85% of the state’s retail energy market. Its core businesses include natural gas retailing and power generation. The company owns a portfolio of infrastructure assets and plans to expand operations to Australia’s east coast—including entry into the Queensland market. Commentators note that Chow Tai Fook’s diversification—from product portfolios to business formats—has broadened its operational scope significantly, gradually increasing its operating costs. Whether this diversified business mix will enable Chow Tai Fook to rebound or ultimately prove unsustainable depends on its future operational capabilities.

Global LNG Industry Outlook—Short-term capacity bottlenecks persist, while long-term supply structure improves.

Qatar’s LNG projects represent the global benchmark for cost leadership. Qatar’s upstream development costs range from USD 0.2–0.5/MMBtu, and liquefaction costs stand at only USD 1.5–2.0/MMBtu, enabling total FOB costs to be maintained at USD 1.7–2.5/MMBtu—the lowest globally. This ultra-low-cost structure stems from exceptional geological conditions, large-scale development, and shared infrastructure. Such low costs allowed Qatar’s LNG projects to remain profitable even during the price trough of 2019–2020, granting them significant market flexibility and resilience against price pressure. U.S. LNG projects constitute a key source of current global marginal supply. U.S. upstream shale gas production costs range from USD 1.5–3.5/MMBtu; breakeven gas prices for relatively higher-cost shale plays—such as Haynesville, Utica, and Woodford—stand at approximately USD 2.5–3.5/MMBtu. Overall, U.S. development costs remain lower than those of conventional gas fields. Liquefaction costs are around USD 2–3/MMBtu, and transportation costs (for U.S. large-scale LNG projects, mostly dedicated liquefaction facilities) add another USD 0.5–1.5/MMBtu. Consequently, total FOB costs for U.S. Gulf Coast LNG average USD 5–7/MMBtu. Thanks to abundant domestic shale gas resources and supportive upstream production costs, the Henry Hub (HH) benchmark price has long remained stable within the USD 2–4/MMBtu range—providing LNG feedstock gas at consistently low prices. Russian LNG projects exhibit a bifurcated cost structure. Yamal LNG—located in the Arctic and led by Novatek—leverages giant gas fields, yielding upstream costs of USD 0.3–0.4/MMBtu; however, extreme polar conditions drive liquefaction costs up to USD 4–5/MMBtu. Sakhalin II LNG—located in Russia’s Far East and led by Gazprom—incurs upstream costs of USD 1.5–2.0/MMBtu and liquefaction costs of USD 4–4.5/MMBtu. As a result, Russian LNG projects’ total FOB costs fall within USD 4–6/MMBtu. Yet following the outbreak of the Russia-Ukraine conflict, Western sanctions have restricted technology access and sharply increased insurance costs—elevating Russian LNG’s landed costs. Australian LNG projects exemplify a high-cost development model. Upstream development costs in Australia reach USD 2.5–5.5/MMBtu, and liquefaction costs run USD 8–10/MMBtu—resulting in total FOB costs of USD 12–15/MMBtu. These elevated costs stem primarily from expensive labor, stringent environmental regulations, and the coal-seam gas feedstock characteristics of certain projects. For instance, Chevron’s Gorgon LNG project—initially budgeted at USD 37 billion—ultimately overshot to USD 54 billion, becoming a textbook case of cost overruns. This high-cost structure weakens Australia’s LNG sector in coping with price declines; some projects approached breakeven during the oil price crash of 2020.
