Why did the Vietnamese state oil company urge the US Navy to allow the Agios Fanourios I tanker to pass through its naval blockade?

PetroVietnam Oil Corp. urged the US Navy to allow the Agios Fanourios I — carrying 1.99 million barrels of Iraq’s Basrah Medium crude — to proceed because the cargo is 'of extreme importance to Nghi Son Refinery, to the Socialist Republic of Vietnam and to the Vietnamese people,' and any further delay risks halting refinery throughput, with cascading consequences for millions of Vietnamese consumers, businesses, public services and industries.

What is the significance of the Nghi Son Refinery in Vietnam’s energy infrastructure, according to the news?

The Nghi Son Refinery (NSRP) is one of only two operational refineries in Vietnam and accounts for a 'substantial' share of the country’s gasoline, diesel, jet fuel, liquefied petroleum gas and petrochemical feedstocks; it has a processing capacity of 200,000 barrels per day, meaning the Agios Fanourios I’s cargo could supply it with about 10 days of crude.
