Does anyone know about Botswana?

Introduction Southern Africa is often stereotyped as impoverished and backward; however, Botswana—located in southern Africa—is a notable exception. Dubbed 'a model of national development in Africa,' Botswana ranked first in the Human Development Index (HDI) among Southern African countries in 2022, recorded the lowest corruption index across the entire African continent, achieved the highest sovereign credit rating in Africa, and posted a GDP per capita (at official exchange rates) exceeding USD 7,500—ranking fourth in Africa. Adjusted for purchasing power parity (PPP), Botswana’s GDP per capita stands at approximately USD 19,000, placing it on par with China and Thailand. For a country situated south of the Sahara Desert to achieve such remarkable success is truly extraordinary. You might be stunned to learn that Botswana was once among Africa’s poorest nations. Indeed, Botswana transformed an abysmal starting hand into a royal flush! Yet this brilliant African star receives scant coverage in the Eastern Great Power—despite its self-proclaimed identity as 'an old friend of the African people'—making this omission rather peculiar. Although the Eastern Great Power rarely reports on Botswana, Daron Acemoglu and James A. Robinson featured Botswana as a successful nation case study in their co-authored book Why Nations Fail. Some of the data cited in this article are drawn from that work. Hellish Start, Royal Flush Achieved On September 30, 1966, following prolonged struggle, the Bechuanaland Protectorate finally declared independence and established the Republic of Botswana. At independence, Botswana faced overwhelming challenges—so severe they could be described as 'layer upon layer of difficulty.' Of its 600,000 inhabitants, most lived in primitive conditions, and modern industry was virtually nonexistent. Infrastructure lagged far behind, education was severely underdeveloped, and the entire country had only five kilometers of asphalt road. More Botswanans worked in South Africa than within Botswana itself. In short, Botswana ranked among Africa’s poorest and most backward nations at independence. Why Nations Fail describes Botswana at independence as follows: 'At independence, Botswana was one of the world’s poorest countries: it had only twelve kilometers of paved roads, twenty-two university graduates, and one hundred high school graduates. Moreover, it was almost entirely surrounded by the white-minority regimes of South Africa, Namibia, and Rhodesia—all hostile toward independent black-ruled African states. Only a handful of observers placed Botswana on any list of likely success stories.' Yet over the next forty-five years, Botswana became one of the world’s fastest-growing economies. Today, Botswana boasts the highest GDP per capita among sub-Saharan African nations—comparable to successful Eastern European countries like Estonia and Hungary, and to the most successful Latin American nations such as Costa Rica. Institutional Building and Enlightened Leadership Were Key How did Botswana break this deadlock? By rapidly developing inclusive economic and political institutions after independence. Since then, it has consistently maintained a democratic system, holding regular competitive elections without ever experiencing civil war or military intervention. The government established economic institutions protecting private property rights, ensuring macroeconomic stability, and encouraging the development of an inclusive market economy. But the more challenging question remains: How did Botswana manage to establish stable democracy and pluralist institutions—and choose inclusive economic institutions—while most other African countries pursued precisely the opposite path?

What is the real Botswana like?

In response to current crises, the Botswanan government has not remained idle. In July 2025, newly elected President Duma Boko launched the 'Botswana Economic Transformation Plan (BETP),' and in September established a new sovereign wealth fund aimed at promoting private-sector-led investment, with the goal of attaining high-income country status by 2036. The IMF and the World Bank have issued highly consistent policy recommendations: fiscally, Botswana must broaden its tax base, reduce its bloated public-sector wage bill, reform state-owned enterprises, and improve the targeting of social welfare programs; economically, it must deepen structural reforms, improve the business environment, resolve difficulties in accessing finance, address land management inefficiencies and labor market rigidities, and vigorously support the private sector to generate employment. However, if Botswana wishes to identify a development path genuinely suited to its own circumstances, relying solely on the neoliberal-influenced 'economic prescriptions' offered by the World Bank and the IMF falls far short. Botswanan scholars, civil society organizations, and opposition parties have long proposed a macro-level reform framework uniquely 'Botswanan in character,' whose core lies in deep political institutional transformation. This framework specifically includes: First, restructuring presidential powers: shifting from indirect election to direct universal suffrage; curtailing the president’s executive privileges; abolishing presidential immunity from criminal prosecution and impeachment—thereby rendering the president genuinely accountable to Parliament and voters. Second, depoliticizing judicial and oversight institutions: replacing the current practice of direct presidential appointment of the Chief Justice and President of the Court of Appeal with nomination and appointment by an independent panel; removing oversight bodies—including the Directorate on Corruption and Economic Crime (DCEC) and the Independent Electoral Commission (IEC)—from presidential control, placing them directly under parliamentary oversight, and guaranteeing secure, fixed-term appointments for their heads. Third, reforming the electoral system: introducing proportional representation or a mixed electoral system to replace the current 'first-past-the-post' (FPTP) system—which favors dominant-party monopolies—to ensure political participation by women, youth, and minority groups. Constitutionalizing the timing of elections—or entrusting their scheduling exclusively to the independent electoral commission—would prevent presidents from exploiting their authority to set election dates for partisan advantage. Botswana’s 2024 general election results demonstrate that citizens have already voiced their rejection of the old system through their ballots—providing a historic opportunity to dismantle the institutional shackles of 'authoritarian liberalism.' As Botswanan scholars have urged, only genuine political institutional reform can overcome entrenched elite interests and pave the way for economic diversification. Economic reform alone—without parallel political reform—will remain superficial and fail to address root causes. Compared with failed states such as Sudan, South Sudan, Somalia, and Mali, Botswana retains solid foundations: sound governance, relatively high educational attainment, and a comparatively stable political environment. This means Botswana’s prospects are significantly brighter than those of failed states—it faces the challenge of evolving 'from 1 to N,' not building 'from 0 to 1.' The National Bureau of Economic Research (NBER) notes that Botswana holds potential to become a commercial services hub for Southern Africa, leveraging duty-free market access via the Southern African Customs Union (SACU), and has already established a University of Science and Technology to cultivate talent. Yet the obstacles are formidable: reform efforts face fierce resistance from vested interest groups; agricultural transformation is constrained by chronic drought and water scarcity; and the decline in diamond revenues may outpace the pace of economic diversification. Once again, since 1966, Botswana stands at a historic crossroads.
