Argentina’s advantages continue to expand. This year, Argentina has also caught a favorable tide. The country has already attracted substantial foreign investment in the energy sector—particularly in shale oil and gas and renewable energy projects. Among these, Argentina’s shale oil and gas fields have become investment hotspots. YPF plans to invest $5 billion in Argentina in 2025, of which $3.6 billion will go toward upstream operations. Argentina expects energy investment to reach as high as $15 billion in 2025, driven primarily by market deregulation measures. In addition, the country’s abundant mineral resources have drawn interest from international mining giants. Glencore has applied to include two copper mine projects—totaling over $13 billion in capital expenditure—under Argentina’s RIGI (Regime for Large-Scale Investment) program. Rio Tinto has also announced a $2.5 billion investment to develop a new lithium mining project. Foreign direct investment (FDI) in Argentina’s mining sector is projected to reach $1.388 billion in 2025 and surge to $7.51 billion by 2026. Foreign investment is critically important for today’s Argentina. Amid pressures on its domestic currency and insufficient foreign exchange reserves, foreign capital can effectively address Argentina’s most urgent economic challenges. Beyond energy, Argentina is also making progress in AI. OpenAI has signed a letter of intent with Sul Energy to build data centers in Argentina, with potential investment of up to $25 billion. Foreign investment holds significant positive implications for Argentina today. First, it helps alleviate the foreign exchange crisis: Argentina’s foreign exchange reserves once fell to a perilously low level—enough to cover only three months of imports—and inflows of foreign capital help stabilize the foreign exchange market. Second, foreign investment helps fill investment gaps. Annual investment shortfalls in strategic sectors such as mining and energy exceed $20 billion; foreign-funded projects effectively bridge this gap. Most visibly, however, is the boost to economic growth. Jobs created and GDP generated by foreign investment directly contribute to Argentina’s economic expansion. Under President Milei’s leadership, Argentina is transitioning from a traditional agro-pastoral economy toward a diversified industrial economy. Foreign investment in energy, mining, and high-tech sectors will accelerate this transformation. In particular, the development of strategic resources such as lithium and copper will position Argentina more prominently within the global new-energy supply chain. Of course, Argentina has gone to great lengths to attract foreign investment. To attract foreign capital, Argentina enacted the “Foundational Law” establishing the RIGI system, offering foreign investors guarantees across three pillars: taxation, customs duties, and foreign exchange.

Argentina’s shale oil and gas boom is going global

Vaca Muerta—Spanish for “dead cow”—is dubbed Argentina’s Permian Basin, although its geology resembles the Eagle Ford Shale more closely. The Vaca Muerta shale formation in Neuquén Province is estimated to hold recoverable resources of 16 billion barrels of oil and 308 trillion cubic feet of natural gas. These figures make Vaca Muerta the world’s second-largest shale gas reserve and fourth-largest shale oil reserve. In recent years, the number of hydraulic fracturing wells drilled in the Vaca Muerta region has surged dramatically. This year, monthly well counts have exceeded 1,500 for the first time ever, as companies expanded drilling under the new government’s more business-friendly and free-market policies. According to data from consulting firm Aleph Energy cited by Reuters, natural gas production has surged so far this year. Oil production from Vaca Muerta has also grown sharply, quadrupling over the past five years—from under 90,000 barrels per day to nearly 400,000 barrels per day today. — Free-Market Reforms With a more attractive investment climate, companies are expanding their presence in the region. President Milei’s administration has pushed forward new legislation—the so-called “Regime for Large-Scale Investment” (RIGI)—which offers major investors in this South American nation tax reductions and other incentives. Officials say Argentina’s efforts to deregulate markets are expected to increase the country’s energy investment by approximately $2.5 billion to $15 billion next year. Thanks to the RIGI investment mechanism, Argentina expects total energy investment to reach $30 billion in 2025 and 2026 combined. In the first half of 2024, oil production in the energy sector reached its highest level in 15 years, while natural gas production hit a 17-year high. As a result, Argentina has recorded an energy trade surplus every month this year—and is poised to achieve a rare full-year energy trade surplus in 2024. Brazil-based Itaú Bank stated in a report last week that Argentina’s energy trade surplus widened further in September. The 12-month rolling surplus reached $4.7 billion in September, up from $4.2 billion the previous month. Analysts at the bank noted that in the third quarter of 2024, Argentina’s energy imports declined by 33.5% year-on-year, while oil exports rose by 26.2% over the same period. — A Hydrocarbon Export Powerhouse The Vaca Muerta shale formation is central to Argentina’s ambition to become a major oil and gas exporter—a goal gaining urgency amid global trade disruptions caused by export concerns elsewhere, especially in the Middle East and Russia. Operators in the Vaca Muerta region are ramping up production. The Argentine Chamber of Petroleum and Gas (CEPH) forecasts that oil output will rise from the current 400,000 barrels per day to 1 million barrels per day by 2030. Vista Energy, Argentina’s second-largest independent shale oil producer, plans to invest approximately $1.1 billion in the Vaca Muerta shale formation. “In 2012, Vaca Muerta was for believers,” said Miguel Galuccio, founder and CEO of Vista Energy, in a recent Reuters interview. “Today, Vaca Muerta is for engineers”—a reference to the tangible production gains operators now realize from shale extraction.
