The 'Technology-Driven' Full-Value-Chain Player: PPG’s Path in China’s Premium Industrial Coatings Market

Entering the 21st century, PPG entered a period of rapid expansion in China. The strategic logic of this phase was clear and explicit: shifting from a single manufacturing base to an integrated full-value-chain layout, and expanding from serving a single industry to covering multiple industries. PPG gradually established a complete value chain in China—from resin to coatings, from R&D to production, and from raw materials to services. The establishment of PPG’s Zhangjiagang resin facility epitomizes this strategy—resin is the core raw material for coatings, and controlling resin production means securing quality and cost control at the source. Case examples: In October 2005, PPG Coatings (Zhangjiagang) Co., Ltd. was founded; in June 2016, PPG announced the completion of its $10 million Automotive Decorative Plastic Parts Coatings Center of Excellence in Tianjin; and PPG has deeply participated in COMAC’s aircraft programs—from the ARJ21 to the C919. Business model of this phase: The core was “integrated resin-to-coatings production + end-to-end coverage across multiple industries.” By building the Zhangjiagang resin facility, PPG gained upstream control over core raw material production, achieving full-chain quality control and cost optimization—from raw material sourcing to finished product—thereby establishing a distinctive cost barrier that sets it apart from many other coating companies. On the customer side, PPG used automotive coatings as its core axis, expanding horizontally into multiple premium sectors—including aerospace, packaging, and industrial protection—and leveraged its end-to-end supply capability—from electrophoretic deposition (e-coat) to clear coat—to become a ‘one-stop’ strategic partner for OEMs. The essence of this phase was transitioning from ‘point-based manufacturing’ to ‘full-chain coverage,’ building competitive moats through scale and breadth. Phase Three: Strategic Upgrade and Localization 2.0 (2020–Present) Strategic context: Chinese enterprises driving reverse innovation Since 2020, PPG’s strategy in China has entered a new stage. If the first two phases were about ‘taking root’ and ‘branching out,’ then the third phase is about ‘bearing fruit’—exporting innovations developed in China to global markets. This phase coincides with PPG’s global strategic retrenchment: since 2024, PPG has divested its architectural coatings businesses in the U.S. and Canada, and reduced its global workforce by nearly 10,000 employees. Yet contraction does not mean retreat—PPG’s strategic investment in China has actually intensified. Case examples: In September 2023, PPG established its Global Coatings Innovation Institute in Tianjin Economic-Technological Development Area (TEDA); since 2023, PPG has collaborated closely with new-energy vehicle (NEV) manufacturers—including BYD and Chery—on color innovation; and PPG’s architectural coatings business has chosen counter-cyclical expansion in China, operating three brands: Master’s Touch, Tikkurila, and Shenniuli. Business model of this phase: The core is “Innovation from China, Serving the World.” By locating its global-level Coatings Innovation Institute in China, PPG has fundamentally shifted its role—from a ‘technology importer’ to an ‘innovation source.’ Innovations developed in China are no longer intended solely for the domestic market but are actively exported to global markets. On the customer side, PPG has deepened partnerships with leading Chinese NEV makers—including BYD, Chery, and Xiaomi—evolving from a ‘supplier’ to a ‘joint R&D partner,’ co-defining color and material standards for new-energy vehicles. Meanwhile, while PPG has scaled back non-core businesses globally, it continues to increase R&D investment in China. Its strategic logic is clear and resolute: upgrading China from a ‘manufacturing base’ to an ‘innovation engine,’ leveraging China’s pace of innovation to fuel global business growth.

Observation of the Automotive Refinish Paint Market Landscape: PPG’s Positioning and Tier Placement within the Industry

I. Tiered Structure of the Industry Landscape The automotive refinish paint market has long featured a competitive dynamic where multinational players dominate the mid-to-high-end segment, while domestic brands pursue cost-effective solutions. Based on four dimensions—product systems, OEM certifications, color databases, and training/service networks—the market can be broadly divided into three tiers: the first tier comprises global coating enterprises such as PPG, BASF, and Axalta; the second tier includes select Japanese, Korean, and regional European brands; and the third tier consists of numerous domestic brands and regional suppliers. This tiered structure is not static. In recent years, domestic brands have steadily increased their share in the solvent-borne refinish segment, and some entry-level products now meet basic requirements—including hiding power and application forgiveness—for general repair shops. However, significant gaps remain between premium and entry-level brands in key areas such as waterborne systems, precise color matching, and OEM after-sales certifications. II. Analysis of PPG’s Systemic Capabilities Founded in 1883 and headquartered in Pittsburgh, USA, PPG reported global net sales of USD 15.9 billion in 2025, with operations and R&D facilities spanning over 50 countries and regions worldwide. Its wholly owned Chinese subsidiary, PPG Paints & Coatings Trading (Shanghai) Co., Ltd., was established in 1999 and focuses on automotive refinish paints and light industrial coatings. From a technological evolution perspective, PPG launched its waterborne automotive refinish system in 1992; introduced Aquabase Plus to China in 2003; and achieved full commercialization of its waterborne refinish system in 2020. This timeline reflects over thirty years of iterative development—accumulating comprehensive application parameter systems in areas such as coalescent agent volatility gradients and adaptability to low-temperature, low-humidity environments. For example, the Aquabase Plus series has been specially reformulated for common winter low-temperature conditions in Chinese repair shops, enabling effective crosslinking even at 5°C. In color matching, PPG’s LINQ Color System database covers mainstream vehicle models—including Chinese new-energy vehicles, German, Japanese, and American brands—with matching precision down to the level of metallic pigment particle size. Its standardized three-step process—electronic color measurement → test panel spraying → formula fine-tuning—reduces excessive reliance on individual technician experience during color formulation. III. Product Portfolio and Supporting Capabilities PPG’s product portfolio follows a dual-track ‘in-can + out-of-can’ structure. ‘In-can’ coatings include waterborne lines (Aquabase Plus, Envirobase High Performance) and solvent-borne lines (Next Autocolor, Cobra, BILUX), catering to diverse needs across premium and economy-tier repair shops.
