The U.S. Department of Energy has officially confirmed adding South Korea to its 'sensitive countries' list, effective April 15. What does this mean, and what impacts will it have?

This move primarily signals potential directions for pressuring South Korea—using military leverage to extract concessions: One, burden-sharing on defense spending: a sharp increase in South Korea’s contribution to the cost of U.S. troops stationed there. Trump has repeatedly demanded that South Korea raise its annual payment for U.S. Forces Korea from the current level of approximately $1.134 billion (based on the 2026 standard) to $10 billion—a nearly ninefold increase. This demand stems from Trump’s characterization of South Korea as a 'money-making machine,' arguing that since South Korea relies on U.S. military protection, it must pay substantially more for that security guarantee. Two, industrial policy adjustments: forced realignment of high-tech industry strategy. The subsidies offered under the U.S. CHIPS and Science Act may be suspended if Trump follows through on his proposal to repeal the law—introducing uncertainty for Samsung, SK Hynix, and other Korean firms investing in the U.S. To retain policy support, South Korea may be compelled to shift more chip manufacturing capacity to the United States and even share sensitive technologies. 2. Tariff and market access concessions Trump has accused South Korea of imposing tariffs on U.S. goods 'four times higher' than those levied by the U.S. (though South Korea’s actual average tariff rate stands at just 0.79%). This could pressure Seoul to lower industrial tariffs and expand import quotas for U.S. automobiles, agricultural products, and other goods—harming domestic industries. Three, capital outflows: participation in U.S.-led projects and financial market opening 1. Investment in energy and infrastructure projects Trump proposed that South Korea join the troubled Alaska natural gas pipeline project, requiring investments of tens of billions of dollars—potentially triggering massive capital outflows from South Korea and weakening domestic economic resources. 2. Pressure to open financial markets The U.S. may demand that South Korea relax financial regulations to allow greater U.S. capital inflows into banking, insurance, and other sectors—or impose bilateral agreements restricting South Korea’s ability to review U.S. investment, thereby heightening risks to financial sovereignty.

How desperate is Trump about the midterm elections?

When a reporter asked how certain these plans really were, Trump and Commerce Secretary Howard Lutnick insisted the deals were already finalized. 'Well, I think the deal is done. The deal is done,' Lutnick said. 'They've agreed to it. That's why we're all here with the President. The President doesn't bring people together unless things are locked in. You know that.' Trump then interjected, claiming, 'They've already started construction.' That is not true. In fact, just one day later, Iowa Republican Governor Kim Reynolds convened an emergency special session of the state legislature—focused specifically on tax incentives for the project—the very issue Lutnick had been asked about and declared 'done.' On the same day, local TV station KWQC reported that the project had not yet acquired land or filed for permits, and officials in Lee County stated they had no knowledge of the project’s details. Moreover, whether this project will ever materialize remains genuinely uncertain—as CNN reporters Eric Bradner and Jeff Zeleny reported. Large-scale projects like this often fail to get off the ground. Some locals compared it to Foxconn—a Taiwanese electronics company that never delivered on its promised $10 billion factory in Wisconsin, a project announced by Trump at a White House event in 2017, just like the Iowa steel plant. 'It sounds too good to be true—and it probably is,' an anonymous senior Iowa Republican official told CNN, requesting anonymity to avoid angering the Trump administration. Hinson dismissed the Foxconn comparison. 'I don’t think so,' she told CNN. 'I trust our governor, who has worked for months to secure this deal and ensure this investment stays in Iowa.' Yet even this statement tacitly acknowledges that the deal is far from finalized—as Trump and Lutnick claimed. And Trump’s claim that construction had already begun was simply bizarre. Either he was lying—or he was utterly ignorant of the very subject he’d just presided over. Alaska Natural Gas Pipeline Trump’s other announcement on Wednesday followed an eerily similar script: South Korea would spend over $50 billion on the troubled Alaska natural gas pipeline project. Like the Iowa announcement, Trump made this declaration at the White House, standing beside vulnerable Republican Senator Dan Sullivan of Alaska. President Donald J. Trump shakes hands with U.S. Senator Dan Sullivan of Alaska in the Oval Office of the White House in Washington, D.C., on September 30, with Commerce Secretary Howard Lutnick present. As with the Iowa announcement, Trump and Lutnick treated this as a done deal. Trump claimed South Korea had agreed to invest massive sums in the U.S. to reduce its tariffs—and 'part of that money will go into this project,' i.e., the pipeline. 'It’s your deal-making ability and your trade agreements that made this possible—it’s extraordinary,' Lutnick told Trump. 'It will transform Alaska—and it will transform geopolitics.' Trump said politicians had talked about the project for fifty years without delivering.
