BP, the UK-based oil and gas giant, is accelerating its strategic repositioning at unprecedented speed. On Tuesday, newly appointed Chief Executive Officer Meg O'Neill announced a comprehensive restructuring of the company's leadership team and reporting structure, refocusing its business squarely on its core oil-and-gas operations—marking a complete reversal of the low-carbon transition strategy spearheaded by former CEO Bernard Looney in 2020. Under the new plan, effective 1 July, BP will establish two major operating divisions. Gordon Birrell has been appointed Executive Vice President for Upstream, overseeing oil and gas exploration, development, and production; Richard Harding will serve as Interim Executive Vice President for Downstream, responsible for refining, retail service stations, and lubricants. BP stated that this restructuring will not involve any layoffs. Lydia Rainforth, an analyst at Barclays, noted in her research report that the new structure "restores clearer upstream accountability and aligns BP more closely with its industry peers." She assessed the change as "positive, though execution and implementation remain critical." This restructuring follows a period of turbulence at BP. Non-executive Chairman Albert Manifold was abruptly removed in late May—just eight months after assuming office. Upon taking office, O'Neill had already signaled the planned structural changes to employees, widely viewed by observers as a key step toward rebuilding internal trust and driving strategic transformation. Structural Restructuring: Departing from the Low-Carbon Transition, Returning to Oil-and-Gas Core The heart of this restructuring lies in a fundamental overhaul of the strategic direction established during Looney’s tenure. In 2020, Looney steered BP toward a significant pivot into low-carbon businesses, deliberately scaling back fossil fuel assets. By contrast, O’Neill’s new architecture realigns BP’s operational model with those of other international oil majors.

According to BP’s latest financial results released on Tuesday, the UK-based oil company has surged from an underlying replacement cost loss of $5.6 billion in 2020 to an underlying replacement cost profit of $12.8 billion. BP shareholders’ profit rose from a $20.3 billion loss in 2020 to a $7.5 billion profit in 2021. Operating cash flow nearly doubled—from $12.1 billion in 2020 to $23.6 billion in 2021. Net debt stood at $30.6 billion in 2021, down from $38.9 billion in 2020. In the fourth quarter alone, BP reported a basic replacement cost profit of $4.0 billion—up sharply from $115 million in the same period last year. Shareholders’ attributable profit for Q4 2021 totaled $2.3 billion, compared to $1.3 billion in Q4 2020. BP declared a dividend of $0.0546 per ordinary share for Q4 2021, payable in March 2022—a rise from $0.0525 in Q4 2020. Bernard Looney, BP’s Chief Executive Officer, stated in a company press release: “2021 demonstrates that BP is delivering on the transformation we said we would undertake.” He added: “We strengthened our balance sheet and improved returns. We announced a $4.15 billion share buyback program and increased our dividend. And we are investing for the future.” Looney continued: “We have made tremendous progress in transforming into an integrated energy company—focusing on and upgrading our hydrocarbons business, continuously expanding in convenience and mobility, and building a disciplined low-carbon energy business. Today, our offshore wind projects have a combined capacity exceeding 50 gigawatts, and opportunities in hydrogen are also substantial.” At the time of writing, BP’s share price had risen on both the London and Frankfurt stock exchanges on 8 February. Its New York-listed shares had not yet been updated as of Tuesday.
