Does China's state-owned enterprise signing a 20-year long-term LNG purchase contract with the U.S. signal goodwill toward Trump—or is it primarily about securing energy security?

Executive Summary: China Gas’s 20-year LNG procurement agreement with the U.S. appears, on the surface, to be an ordinary commercial contract—but beneath it lies a shifting global energy landscape: Middle Eastern supply volatility, Qatar’s export disruptions, and America’s expanding energy footprint across Asia. For China, increasing LNG imports from the U.S. may signal goodwill in trade relations, but more importantly, it serves to diversify supply risks. I. U.S. LNG—once effectively phased out of Chinese corporate procurement—is back in focus; Chinese enterprises have signed a 20-year contract to purchase 500,000 tons of U.S. LNG annually. This year, the Iran conflict in the Middle East has reshaped energy supply chains—from China to the entire globe. For China, which relies heavily on natural gas imports, the impact has been especially pronounced. From February to April 2026—the three months during which the Strait of Hormuz was at its most unstable due to the Iran war—China’s liquefied natural gas (LNG) imports plummeted sharply from $7.29 billion year-on-year to $4.55 billion, a steep decline of 37.6%. After the U.S. shifted its focus from airstrikes to sanctions and port blockades against Iran, relative calm returned to the Strait of Hormuz between May and July; during this period, China’s LNG imports surged to $10.47 billion—a 28.5% year-on-year increase. It was precisely at this juncture that U.S. LNG re-entered the long-term procurement radar of Chinese energy firms. On September 14, China Gas Holdings signed an agreement with U.S.-based Venture Global, committing to purchase 500,000 tons of U.S. LNG annually for 20 consecutive years, beginning in 2030. Combined with previously signed agreements, China Gas’s total long-term procurement volume from Venture Global will reach 2.5 million tons per year. The timing of this contract also warrants close attention and careful interpretation. II. Was this U.S. LNG purchase timed ahead of a potential Sino-U.S. presidential summit to signal goodwill toward Trump? Superficially, this is just an ordinary commercial contract—but within the context of current U.S.-China relations and the evolving global energy landscape, it is far from simple. On one hand, the announcement coincides with expectations of a possible Sino-U.S. presidential meeting later in September, and U.S. energy exports have long served as a key pillar of the Trump administration’s push for trade cooperation. Thus, market interpretations viewing this deal as a signal of Chinese corporate willingness to cooperate economically with the U.S. are not without merit. On the other hand, what deserves even greater attention is that this is a contract scheduled to commence in 2030 and extend for 20 years. If the sole purpose were short-term goodwill signaling, there would be no need to lock in procurement over such an extended timeframe. A more plausible explanation is that enterprises are reassessing the global natural gas supply landscape over the next decade—and even the next two decades. In 2025, China had imposed additional tariffs on U.S. energy products, effectively halting U.S. LNG imports. Yet this did not mean U.S. natural gas vanished entirely from China’s long-term supply architecture. This new contract underscores precisely that—following shifts in the global energy supply chain, U.S. LNG has regained viability as part of China’s long-term supply portfolio. Especially after this year’s dramatic developments in the Middle East, energy security has risen markedly in strategic importance. The Strait of Hormuz is a critical conduit for global LNG supply. According to data from the International Energy Agency (IEA), approximately 19% of global LNG trade from Qatar and the UAE passes through the Strait of Hormuz—and roughly 90% of that volume ultimately flows to Asia.

Amid Iran-related hostilities, a major LNG exporting nation reverses roles: Qatar and the U.S. sign a 4-million-ton-per-year, long-term LNG purchase agreement extending to 2054.

As a top global liquefied natural gas (LNG) exporter prior to the Iran conflict, Qatar has—for the first time—stepped into the role of LNG buyer from the United States. A rare fissure has thus opened in global energy trade flows, torn open by geopolitical conflict. On Thursday, September 22 (U.S. Eastern Time), QatarEnergy—the Qatari state-owned oil and gas company—announced a long-term agreement with Cheniere Energy, the largest U.S. LNG exporter, to purchase up to 4 million tons of LNG annually for over two decades. According to reports, this marks Qatar’s first-ever LNG off-take agreement with the United States. What drove this transaction was a rupture in Qatar’s own supply system. During the U.S.-Israel-Iran conflict, Qatar’s Ras Laffan Industrial City sustained damage, forcing QatarEnergy to significantly curtail export volumes. Compounded by persistent shipping instability in the Strait of Hormuz, Qatar needed to uphold contractual commitments to its Asian customers—and thus turned to U.S. production capacity to fill its domestic shortfall. For Cheniere, a super-long-term off-take agreement from a sovereign-grade buyer bolsters both U.S. LNG pricing power and market standing. For global markets, the fact that a Middle Eastern exporting nation has begun importing LNG signals that supply-chain fragility is no longer merely a theoretical risk—it is now a tangible reality. First-ever long-term U.S. agreement: 2 million tons each from two liquefaction plants QatarEnergy stated it has signed two long-term Sale and Purchase Agreements (SPAs) with Cheniere Energy, enabling annual LNG purchases of up to 4 million tons. QatarEnergy will procure 2 million tons annually from Cheniere’s two U.S. liquefaction facilities: 2 million tons split evenly—1 million tons each—from Sabine Pass in Louisiana and Corpus Christi in Texas. Notably, the 1 million-ton annual supply from Sabine Pass is contingent upon the final investment decision for the facility’s expansion phase; however, the overall framework of the agreement has already been finalized. Under the terms of the agreement, deliveries will follow Free-On-Board (FOB) terms, with shipments expected to begin in 2031 and continue through 2054. QatarEnergy is also a major shareholder in the Golden Pass LNG export project in Texas, USA—a project currently in its startup phase, with ExxonMobil as its co-shareholder. This means Qatar’s role in the U.S. LNG value chain is evolving—from asset owner to active off-taker.
