[Notes on Western Philosophy] Positivism (Comte, Spencer, Mill)

（1）Method of Agreement If the phenomenon under investigation occurs in two or more instances, and only one circumstance is common to all those instances, then that common circumstance is either the cause or the effect of the phenomenon. （2）Method of Difference If a phenomenon occurs in one instance but not in another, and the two instances differ in only one respect, then that differing circumstance is either the cause or the effect of the phenomenon. （3）Joint Method of Agreement and Difference If a phenomenon occurs in two or more instances, and only one circumstance is common to all those instances; and if, in two or more other instances where the phenomenon does not occur, that same single circumstance is also absent—then that unique common circumstance is either the cause or the effect of the phenomenon. （4）Method of Residues When certain parts of a phenomenon are known to be the effects of certain antecedent circumstances, the remaining part of the phenomenon must be the effect of the remaining antecedent circumstances. （5）Method of Concomitant Variations Whenever a phenomenon varies in conjunction with another phenomenon, the former is either the cause or the effect of the latter—or at least stands in some causal relation to it. Rational Egoism Mill and Bentham are the most renowned utilitarians. Utilitarianism upholds the 'principle of pleasure', holding that the greatest happiness for the greatest number constitutes both the goal of life and of society—that is, the good. Through inductive reasoning, Mill identified the ultimate motive behind human social activity: individual self-interest—the pursuit of one’s own greatest advantage. He held that seeking pleasure and avoiding pain is human nature and also the standard of morality; the purpose of society is to promote the greatest happiness for the greatest number. To achieve this end, people must consider not only the quantity but also the quality of happiness—thus elevating utilitarianism to a spiritual level. In On Liberty, Mill astutely discerned the danger inherent in quantitative democracy: the tyranny of the majority over the minority. Mill argued that an individual’s conduct should be restrained only when it harms others; otherwise, interference is impermissible. Individual liberty possesses intrinsic value; restrictions upon it are justified only by the hard criterion of 'harm to others'. Hence, his approach to questioning is 'presumption of innocence'—the individual need not justify freedom from interference by government or others; rather, government or others must furnish compelling reasons to justify any interference with individual liberty. III. Spencer Herbert Spencer (1820–1903), British philosopher, sociologist, and educationalist, is known as the 'father of Social Darwinism'. 'The Persistence of Force' The universal law governing evolutionary development across all domains—from inorganic matter to organic life and ultimately to human society—is 'the persistence of force'. This principle renders the entire cosmos an ascending, increasingly complex, and ever more advanced process. Spencer thus rendered the whole universe's motion and development 'organismic'. Consequently, Spencer’s theory of evolution differs significantly from Darwin’s: it is not confined to the biological realm, nor does it rely on chance-driven mechanisms; rather, it posits an internal teleology operating secretly behind the scenes, continually producing ever more intricate, orderly, and complex structures throughout the material world. However, after reaching a certain equilibrium point, the universe enters a phase of devolution: usable energy or motion becomes increasingly dispersed, and everything descends into stillness and silence. Social Evolutionism Spencer introduced the concept of biological evolution into philosophical worldviews—especially into the domain of social life.

John Stuart Mill’s On Liberty

The earliest Chinese edition of On Liberty was translated by Yan Fu under the title Qun Ji Quan Jie Lun (On the Boundary between Society and the Individual). Though this century-old translation reads somewhat archaic, Yan Fu—who studied in Britain and lived close in time to Mill—produced an exceptionally accomplished rendering. In particular, the phrase 'boundary between society and the individual' captures the original meaning of liberty with remarkable precision. Broadly speaking, except for outright slaves, personal liberty always exists—and is always needed. Yet what exactly is liberty? This question has sparked endless debate for millennia. Indeed, no consensus has ever been reached regarding liberty’s definition, scope, or boundaries—even Mill’s seminal treatise did not settle the matter definitively. Rather, the very fact that liberty remains perpetually contested may itself constitute its essential meaning. Liberty cannot arise for a solitary individual: one neither enjoys nor lacks liberty in isolation. Liberty necessarily arises only in relation to individuals within a group. Robinson Crusoe on his desert island experiences no liberty; only upon Friday’s arrival does the question of liberty emerge—or rather, liberty is precisely the boundary between individuals and between individuals and the collective. This boundary is never absolute nor static; it shifts constantly with changing times and circumstances. Mill delineates three domains of individual liberty: thought, speech, and action. — Regarding thought, Mill holds it to be absolutely free. Indeed, external intervention in thought is practically impossible: no one can enter another’s mind like a parasitic worm. Except through coercive brainwashing, thought remains inherently free; if one dares not even think, that is self-castration of thought. — Speech, however, possesses boundaries. Mill’s view aligns closely with later practice, though constraints on speech do not entail premeditated self-censorship before speaking. Rather, the boundary approximates Justice Holmes’s standard of 'clear and present danger': speech that immediately produces danger lies beyond the scope of liberty and warrants punishment. — Action directly produces tangible consequences—easily observable and verifiable—and therefore enjoys comparatively less liberty. Indeed, the boundary of action-based liberty commands the broadest consensus.
