Editor’s Note: This year, global upstream oil and gas mergers and acquisitions (M&A) have sustained the robust momentum seen in 2023. Amid profound adjustments to the global energy landscape and international oil and gas markets, M&A activities reflect, to some extent, upstream companies’ growing emphasis on economies of scale and synergistic resource utilization—aiming to continuously build a long-term, profitable resource foundation through ongoing optimization of business structure and asset portfolio. This year, global upstream oil and gas M&A activity remains strong. According to Wood Mackenzie data, publicly disclosed M&A transactions in Q1 totaled $55 billion—far exceeding the approximately $14.5 billion spent in the same period last year, and approaching 1.7 times the average quarterly level over the past five years. From January to April, the global upstream oil and gas sector recorded 55 M&A deals, with total transaction value exceeding $56.7 billion. In terms of deal count, asset transactions dominated, accounting for 46 deals; in terms of transaction value, corporate-level M&A accounted for $50 billion—88% of the total. Geographically, North America led all regions with over $51.3 billion in transaction value, representing more than 90% of the global total—the most active region. Looking at trends over the past five years, corporate M&A has shown a marked upward trajectory, whereas asset-level transactions—both in number and value—have declined. Concentrated Asset Optimization to Enhance Resource Control Currently, amid a challenging geopolitical environment and accelerating global energy system transformation, upstream oil and gas enterprises are placing increasing emphasis on economies of scale and synergistic resource utilization—seeking to continuously optimize business structures and asset portfolios through mergers and integration. In Europe, according to the Financial Times, UK-based independent oil company Ithaca Energy has reached agreement with Eni to acquire Eni’s 11 upstream assets in the UK for £750 million. Both parties hold interests in blocks such as Elgin, Franklin, and Jade in the Central North Sea. It is estimated that by around 2030, the combined daily production of Ithaca Energy will reach 150,000 barrels of oil equivalent—more than double its 2023 average daily output. This will significantly strengthen Ithaca Energy’s reserves and production base in the North Sea and position it among the largest oil and gas producers in the region. In the United States, in February this year, independent exploration and production company Chord Energy announced its acquisition of Canadian peer Enerplus for $11 billion in stock and cash. Upon completion, Chord Energy’s operational acreage in the Williston Basin will increase by 23% to 1.3 million acres. The two companies’ combined average daily production in Q4 2023 was 287,000 barrels of oil equivalent. A year earlier, Chord Energy had acquired 62,000 acres of developed oil and gas assets in the Williston Basin from ExxonMobil for $375 million. Danny Brown, President and CEO of Chord Energy, stated that this merger will create the largest exploration and production company in the Williston Basin. Additionally, several similar deals have occurred in the Permian Basin. At the beginning of this year, shale oil and gas producer Diamondback Energy announced its acquisition of Endeavor Energy for $26 billion in cash and stock—the largest single transaction so far in 2024.

Despite widespread opposition, the UK government approved development of the Rosebank oil and gas field. What are the underlying reasons behind this decision?

Specifics The UK’s oil and gas regulator has approved Oslo-listed energy company Equinor ASA (EQNR.OL) to develop the Rosebank oil and gas field in the UK North Sea. Its crude oil will be transported to refineries via shuttle tankers, while natural gas will be conveyed via pipeline to mainland Scotland. Energy Issues Can this move ease market tensions amid OPEC+ tightening crude supply? Recent developments in the investment climate—including falling oil and gas prices this year and external challenges—appear to be exerting pressure on the UK government. In particular, the UK energy industry faces mounting pressure from the US Inflation Reduction Act, which pledges $368 billion in tax breaks and subsidies for the renewable energy sector. According to OilPrice.com’s March 15, 2023 report, the London-based Financial City Morning Report recently learned that, fearing Norwegian energy giant Equinor might withdraw from the proposed Rosebank oil and gas project, the UK government is considering setting a price floor for the windfall tax. This includes critical North Sea industries such as carbon capture, hydrogen, and offshore wind. Failure to proceed with the Rosebank oil and gas project would deliver a severe blow to the UK’s oil and gas industry and undermine the UK government’s goal of boosting domestic energy production. Currently, over half of the UK’s domestic oil and gas consumption is imported internationally, with Norway serving as the UK’s largest natural gas export partner.
