U.S. new energy vehicle battery market and lithium demand forecast

Automakers’ ambitious targets—stated without adequate supply chain support—are partly driven by increasingly stringent national carbon emission standards. The EU’s 2030 CO₂ emission standard implies that electric vehicle (EV) market share will reach 60–70% by then, with many cities likely banning the production and sale of internal combustion engine (ICE) vehicles outright. Moreover, the EU may gradually phase out subsidies for plug-in hybrid electric vehicles (PHEVs)—a positive development. I previously worried that Europe might over-rely on PHEVs to meet CO₂ targets, given their relatively low battery demand. However, over the next 5–10 years, as ICE vehicles are progressively banned, PHEVs too will be phased out. Legislators are already reducing attention and incentives for PHEVs. Under carbon constraints, EV penetration in Europe is projected to reach 18.5% in 2021. Considering cost reductions and the phased implementation of ICE bans across countries, EV market penetration will grow exponentially after 2025—meaning battery demand will surge far beyond linear growth. Battery bottlenecks continue to constrain Tesla’s output: Tight battery supply has prevented Tesla from mass-producing its Semi electric truck and Cybertruck, forcing it to focus solely on Model 3 and Model Y. A long-range Semi requires a 600 kWh battery pack—equivalent to 10 Model 3s—yet yields significantly less profit per unit than selling those 10 Model 3s. Two-thirds of China’s auto sales consist of vehicles priced under USD 25,000; thus, Tesla’s strategic pivot toward sub-USD 25,000 models is critical for capturing the Chinese market—but hinges entirely on sufficient battery raw material supply. Batteries have been a key bottleneck for Tesla for years, and this constraint will persist for several more years, depending on the pace of Tesla’s vertical integration. The company has signed a lithium mining supply agreement with Piedmont, plans to produce lithium hydroxide in-house in Austin, and is exploring clay-lithium resources—a promising start. We’ll watch developments closely. Outlook for the U.S. new energy vehicle market and battery supply chain: On the supply side, China remains undeniably pivotal. Yet I see strong momentum in North America to secure high-quality lithium resources and build domestic supply chains. If the U.S. can reduce oil dependence on OPEC, why not also reduce lithium dependence on China? To scale up production rapidly, the simplest path would be to mine vast quantities of lithium and ship the ore to China for processing into lithium salts. But as the carbon footprint of battery material production draws global scrutiny, we may soon face carbon taxes of USD 100 per ton of CO₂ emitted. Compared to the hundreds of billions invested in the EV industry, spending USD 2–3 billion to establish a localized battery supply chain is hardly prohibitive. I anticipate that by 2025, battery production capacity deployed in the U.S. and China will remain flat—or even increase—despite China’s EV sales being twice those of the U.S. This reflects American consumers’ preference for larger, longer-range EVs, which demand substantially higher battery capacity.
