Why bet on Europe? At the rhetorical level, it’s about so-called 'shared values.' But stripping away the political rhetoric, what truly steers this national behemoth is the market—and deep-seated fears of America’s escalating economic absorption. First, profound fear of and resistance to continentalism. Canada’s population stands at approximately 41.65 million—rich in per-capita resources but limited in domestic market scale. In 2024, the U.S. accounted for 76% of Canada’s merchandise exports; bilateral trade volume surpassed CAD 1 trillion for the third consecutive year. Yet, due to tariff tensions, Canada’s export share to the U.S. dropped to 71.7% in 2025—the lowest since the early 1980s—while exports to non-U.S. markets hit an all-time high, surging 17.2%. If Canada fully embraces 'North American continentalism' amid today’s deglobalization wave—accepting absolute economic integration with the U.S.—the likely outcome is its transformation into little more than America’s 'assembly-line branch factory' and 'resource extraction workshop.' As America’s 'Buy American' policy grows increasingly extreme, U.S. firms can readily relocate high-value-added production lines to lower-cost locations like Mexico or Southeast Asia, while Silicon Valley and Wall Street continue luring away Canada’s top-tier talent with sky-high salaries. In the Liberal Party’s view, pursuing this path to its conclusion would subject Canada to a dual stranglehold of industrial hollowing-out and brain drain—the larger the country’s ambitions, the greater its systemic national risks. Second, leveraging European standards to achieve 'dimensional dominance' and global market access. More pragmatically, it’s about products: Europe sets the world’s highest regulatory and technical benchmarks. Carney’s calculus is 'borrowing strength to strike': by proactively engaging Europe now—even aligning with its stringent standard-setting processes—compliance costs may rise in the short term, but long-term benefits are immense. Using Europe’s rigorous standards as a catalyst for domestic industrial upgrading means that once Canada secures EU green certification for its critical mineral supply chains, green steel, and high-tech products, Canadian goods won’t just avoid punitive EU carbon tariffs—they’ll gain a decisive competitive edge globally. When U.S. products are barred from the EU over carbon compliance failures, Canadian goods will enter seamlessly as the ideal 'clean alternative,' dramatically boosting utilization of the Comprehensive Economic and Trade Agreement (CETA) beyond its current modest levels. Third, precisely filling Europe’s structural LNG and electricity gaps. The Russia-Ukraine conflict has fundamentally reshaped Europe’s energy map, leaving it with persistent structural natural gas deficits. Europe now urgently seeks safe, stable, and carbon-compliant LNG and electricity solutions. Carney astutely seized this historic window. Building on the commissioning of the LNG Canada project on Canada’s West Coast, the government is accelerating approvals and financing for LNG export infrastructure on the East Coast—explicitly targeting the European market. Even more crucially, the Carney administration is heavily investing in nuclear energy’s revival. Canada ranks second globally in uranium production—behind only Kazakhstan. Saskatchewan’s uranium output hit a record 16,700 tonnes in 2024, with uranium sales soaring to a historic CAD 2.6 billion.

Current reports indicate the final import volume will range between 49,000 and 70,000 units—i.e., up to 5% of Canada’s total EV market share. This shouldn’t come as a surprise—if you’ve been following Carney’s Canada development strategy. Under Carney’s plan, the goal is to raise non-U.S. trade to 50% of Canada’s total trade volume within five years. This is Carney’s 'reducing dependence on the U.S.' strategy. His most prominent initiative involves expanding into Southeast Asian and European markets. Yet clearly, achieving these targets remains highly challenging. Especially after Carney’s CAD 200-billion green energy project collapsed, securing a large, stable, non-U.S. trading partner has become pivotal to his administration. Put simply: if Carney fails to deliver tangible results before the mid-term, his political future—no matter how much the Progressive Conservatives (PC) dislike him—will look bleak. Why? Because the Liberal Party is viewed by Trump as an existential thorn in his side. Indeed, the overlap between Carney’s term and Trump’s presidency represents Carney’s greatest vulnerability. The Liberals stand virtually no chance of negotiating any Canada-friendly agreements under Trump. Thus, striking a deal with China is effectively Carney’s only viable path forward. Regardless of backlash or criticism, he has no other choice. That said, few anticipated he’d move on such a sensitive issue at this precise moment. Once again: Carney, stay safe. Only if Trump takes no action before May will Carney’s position truly stabilize. Returning to the EV question: Canada aims for an 80% EV adoption rate. So future market demand is clear-cut. Yet Canada’s auto industry operates on an OEM (original equipment manufacturer) model—lacking homegrown brands and R&D capabilities. Fundamentally, it functions as a mercantile intermediary. Under this structure, automakers from *any* country cannot sustainably operate in Canada purely through conventional import-export sales. Ultimately, they must invest locally or form joint ventures to manufacture and distribute domestically. Therefore, opening a 50,000–70,000-unit import quota essentially serves as a trial window for Chinese EV makers to test the Canadian market—and seek local distribution partners or joint-venture opportunities. Given Canada’s market landscape, this Sino-Canadian EV agreement will hit German and Japanese brands hardest—especially Japanese automakers, which, in my assessment, have delivered the worst value-for-money, poorest quality, and weakest customer service among major brands in recent years. It’s hard to imagine how Japanese brands will retain their market share amid this onslaught. Additionally, co-branded partnerships remain a distinct possibility—for instance, Ford collaborating with specific Chinese EV manufacturers in the future. On batteries: Canada possesses abundant lithium reserves—but lags significantly in mining and refining technologies. This gap presents another promising area for Chinese enterprise investment, one that overlaps closely with the broader energy sector. Without seeing the agreement’s detailed terms, however, definitive judgment remains premature. Finally, some friends raised concerns about investment security. In fact, there’s no need for excessive worry. Canada has no recorded history of unscrupulous capital expropriation. Moreover, numerous Chinese enterprises and Chinese-invested companies continue operating successfully across Canada.
