What is the economic significance of the smooth progress of QatarEnergy’s North Field Expansion project?

The world’s largest known natural gas field is the North Field–South Pars Gas Field. The North Field–South Pars gas and oil field covers a total area of approximately 9,700 square kilometers and lies offshore in Qatar. Interestingly, it comprises two geographically contiguous fields: the North Field (belonging to Qatar) and the South Pars Field (belonging to Iran), which are generally treated as a single integrated resource. The Qatari portion is estimated to hold 25,500 billion cubic meters of recoverable natural gas—accounting for 99% of Qatar’s known natural gas reserves and roughly 14% of global proven natural gas reserves. The Iranian portion holds an estimated 14,200 billion cubic meters of total natural gas, of which 10,100 billion cubic meters are recoverable—representing 36% of Iran’s known recoverable reserves and 5.6% of global proven reserves. In April 2017, QatarEnergy announced the resumption of the North Field Expansion project, marking a new phase in the development of the North Field—previously suspended since 2005. In subsequent years, QatarEnergy awarded equity stakes in the project to TotalEnergies, Eni, ConocoPhillips, ExxonMobil, and Shell, formally launching the North Field East Expansion (NFE) project. The North Field South Expansion (NFS) project also secured its full roster of international partners, including TotalEnergies, Shell, and ConocoPhillips. On April 12, 2023, the NFE project welcomed its first Chinese shareholder: QatarEnergy transferred a 5% stake in one of the project’s 8-million-ton-per-year LNG trains to China Petroleum & Chemical Corporation (Sinopec). Two months later, China National Petroleum Corporation (CNPC) acquired a 1.25% stake in the NFE project. Simultaneously, both groups signed 27-year long-term LNG sales and purchase agreements with QatarEnergy, each securing annual deliveries of 4 million tons of LNG.

Goldman Sachs: Qatar’s LNG supply disruption exceeds expectations; exports may fall to zero until late March and fully recover only by May.

In a report released on the 8th, Goldman Sachs analysts Samantha Dart, Laura Cyr, and Frederik Witzemann stated that due to a longer-than-expected supply disruption, Qatar’s annualized LNG delivery volumes are projected to plummet to 18 million tonnes per annum (mtpa) in March and 43 mtpa in April—far below the pre-conflict expectations of 74 mtpa and 76 mtpa, respectively. This supply shock will directly cause a sharp decline in LNG imports into the European market. Goldman Sachs forecasts that Northwest Europe’s LNG import volumes will fall to 207 million cubic meters per day (mcm/d) in March and 195 mcm/d in April—substantially lower than prior expectations. The report emphasizes that although recent mild weather in Northwest Europe has partially offset the impact of reduced LNG imports, in the absence of any other compensatory mechanisms, every two weeks of complete Qatar LNG supply interruption would tighten Northwest Europe’s gas inventories by nearly 4% of total storage capacity. Gas prices enter the ‘gas-to-oil’ substitution range; Asian premium attracts cross-regional arbitrage To bridge the massive supply gap, European gas prices (TTF) must remain elevated for an extended period to trigger fuel-switching mechanisms. Goldman Sachs notes that the current ‘gas-to-oil’ conversion range spans from a floor of €55/MWh (fuel oil) to a ceiling of €80/MWh (distillate oil). The firm has raised its TTF price forecasts for April and May to €75/MWh and €70/MWh, respectively—placing gas prices squarely within the oil-substitution range, thereby incentivizing the market to shift toward hard coal and petroleum products to compensate for lost LNG imports into Europe. Meanwhile, Asian markets—seeking to fill the void left by missing Qatari supplies—must attract additional LNG cargoes from the Atlantic Basin. To this end, Goldman Sachs has raised its JKM price forecasts for April and May to $29/MMBtu and $25/MMBtu, respectively. By sustaining a positive JKM–TTF premium, Asia can effectively steer cross-regional arbitrage cargoes. Moreover, according to market reports cited by Goldman Sachs, early signs and anecdotal evidence of industrial demand destruction have already emerged in India, Pakistan, and Bangladesh. Tail risks exhibit a two-way character; the U.S. market remains relatively insulated Against the backdrop of this base-case forecast, Goldman Sachs identifies two-way risks facing the market. If energy flow disruptions persist beyond April—for example, if the Strait of Hormuz closure lasts longer than anticipated—TTF and JKM prices may need to approach the extreme level of €100/MWh to trigger broader industrial demand destruction, thereby preserving sufficient gas inventory for next winter. Conversely, if the conflict de-escalates rapidly, TTF prices could swiftly retreat to around €40/MWh—the coal-switching range. Notably, despite renewed turbulence across global gas markets, the U.S. market has not been materially affected. Goldman Sachs reiterates that although U.S. Henry Hub natural gas prices occasionally experience sentiment-driven intraday fluctuations tied to European TTF movements, fundamentally, U.S. gas prices will remain insulated from the surge in European and global LNG prices.
