Economists estimate that the Rhine’s falling water level alone will cost Germany 0.2% of its third-quarter GDP. The Rhine flows through multiple countries and is especially vital for Germany and the Netherlands. It is Germany’s most important shipping artery—the ‘golden waterway’ ▼ This drought has also stranded numerous cruise ships in port. Many Chinese tourists’ luxurious European river cruises have turned into arduous journeys: Instead of savoring steaks and fine wine aboard ship, passengers now spend several hours daily crammed onto buses. What was meant to be a relaxing vacation has devolved into a grueling ‘senior hardship tour’… ▼ Four years ago, we wrote about the Rhine running dry. Today, Europe’s major rivers are in crisis across the board—and the situation is even more dire than before. Can Europe weather this storm? No water in the river means nothing works. Along the Danube, numerous hydropower and nuclear power plants dot the banks. As water levels plummet, many countries’ electricity grids immediately face strain: Serbia draws one-fifth of its national electricity supply from the Iron Gate Hydropower Plant on the Danube. To secure additional cooling water for the plant—and prevent total collapse of the national grid—Romania resorted to unconventional measures: sinking several decommissioned vessels as makeshift dams in the Danube to retain more water. Upstream, Hungary faces its own crisis: the Paks Nuclear Power Plant, which provides half of the nation’s electricity, was forced offline on October 2 due to insufficient river depth and inadequate cooling water—prompting Hungary to declare a nationwide energy emergency. Just days ago, Air France and KLM issued official statements prohibiting passengers boarding in China from carrying air conditioners onboard—mainly due to safety concerns over batteries and refrigerants. Now, even if you manage to buy an air conditioner, there’s no electricity to run it… Another sector severely impacted by low water levels is shipping. As seen on any map, Germany’s industrial heartland—the Ruhr region, including cities like Düsseldorf, Duisburg, and Essen—relies heavily on the Rhine. Large factories line its banks. Further upstream, BASF has built the world’s largest chemical complex in Ludwigshafen. Numerous key cities lie along the Rhine ▼ Today, Rhine cargo vessels must drastically reduce their loads to navigate safely—by as much as 80%. Raw materials cannot enter, finished goods cannot leave, and production has effectively halted. In the Flemish region of northern Belgium, construction contractors have suspended work outright because sand shipments failed to arrive via the Rhine.

Dissecting the ‘Lifeline’: Why the East–West Pipeline Is So Critical Saudi Arabia’s East–West Crude Oil Pipeline—spanning the Arabian Peninsula—is arguably the most strategically vital asset in the kingdom’s energy infrastructure. This 1,200-kilometer steel artery runs from the Persian Gulf’s primary crude-producing regions in the east to Yanbu Port on the Red Sea in the west. Its design capacity stands at 7 million barrels per day (bpd); under normal operations, it reliably transports around 4 million bpd—roughly 4% of global crude supply. This strategic significance intensified dramatically in 2026. Since the outbreak of conflict between the U.S./Israel and Iran, the Strait of Hormuz—the maritime chokepoint handling roughly one-fifth of the world’s seaborne oil trade—has nearly ceased functioning, with daily commercial vessel transits plunging from over one hundred pre-war to just single digits. The Persian Gulf export route has thus become functionally obsolete, elevating the East–West Pipeline and Yanbu Port from a ‘backup option’ to Saudi Arabia’s sole large-scale alternative corridor for exporting oil. Throughput has consequently surged beyond 4 million bpd, with over two-thirds of Saudi exports now routed exclusively through this single corridor. It is precisely this ‘single-pillar’ configuration that sowed the seeds of crisis. When all strategic chips rest on one pipeline and one port, even a single precise strike risks systemic collapse. That fragile equilibrium shattered on September 10. III. From Attack to Supply Cutoff: The Full Crisis Transmission Chain Tracing the entire incident—from the first drone breach to European refineries receiving cancellation notices—reveals a chain unfolding in just one week. Each link in this transmission exposes the profound fragility of the global energy system. First Link: Precision Strike. On the morning of September 10, multiple drones launched from Iraq struck key pumping stations along the Riyadh and Medina sections of the pipeline, igniting massive fires on-site. Saudi Arabia’s Foreign Ministry issued a strong condemnation on the evening of September 11; the Energy Ministry promptly announced a precautionary full shutdown of the pipeline. Notably, this marks yet another in over a month of escalating Houthi attacks targeting Saudi energy infrastructure—from Red Sea tankers to onshore pipelines—with increasing accuracy and intensity. Second Link: Repair Efforts Stalled. Initially, optimism prevailed: U.S. Energy Secretary even stated the pipeline could resume operations within days. But as damage assessments progressed, grim updates mounted: core pumping equipment suffered severe destruction; multiple pipeline segments were deformed. Industry insiders estimate full restoration will require five to six weeks; Goldman Sachs’ repair timeline ranges from short-term fixes to a maximum of eight weeks.
