Today, Europe’s major rivers are all in crisis—and the situation is even more severe than before. Can Europe weather this storm this time? No water in the river means nothing works. Along the Danube River, hydropower and nuclear power plants abound. As water levels drop, electricity systems across many countries immediately come under strain: Serbia relies on the Iron Gate Hydropower Plant—located on the Danube between Serbia and Romania—for one-fifth of its national electricity supply. To secure additional cooling water for the plant—and prevent total collapse of the national power grid—Romanians resorted to unconventional measures: sinking several old vessels as makeshift dams to retain more water in the Danube. Upstream in Hungary, authorities are also grappling with the crisis: the Paks Nuclear Power Plant—which provides half of Hungary’s electricity—was forced to shut down on August 2 due to insufficient river depth and inadequate cooling water, triggering a nationwide energy emergency. Just days ago, Air France and KLM issued official statements prohibiting passengers boarding flights in China from carrying air conditioners onboard—mainly due to safety concerns over batteries and refrigerants. So even if you manage to buy an air conditioner, there’s no electricity to run it… Another industry severely impacted by low water levels is inland shipping. As seen on any map, Germany’s Ruhr industrial region—including major cities like Düsseldorf, Duisburg, and Essen—depends heavily on the Rhine River. Along its banks lie numerous large-scale factories. Further upstream, BASF has built the world’s largest integrated chemical complex in Ludwigshafen. Many important cities line the Rhine River▼ Today, Rhine cargo vessels must drastically reduce their loads to navigate safely—by as much as 80%. Raw materials cannot enter factories; finished goods cannot leave. Production has ground to a halt. In the Flemish region of northern Belgium, construction contractors have halted work entirely because sand deliveries failed to arrive via the Rhine. Many Dutch houseboats—iconic floating homes—have literally run aground. Houseboats turned house-on-land▼ Yet, the receding waters have yielded unexpected discoveries on dried-up riverbeds across nations: Bulgarians unearthed a mammoth skeleton; Serbians located a WWII-era sunken vessel—an accidental archaeological bonus. The sunken ship probably never imagined it would be found for this reason▼ Germans made a far more alarming discovery: half a ton of unexploded WWII ordnance surfaced on a Rhine River beach near Cologne! Better found now—so it can be dealt with promptly▼ Europe is getting hotter—and hotter The drying up of Europe’s great rivers reflects the cumulative impact of extreme weather over recent months: In June, a persistent heat dome settled over Europe, causing prolonged, record-breaking high temperatures—and accelerating glacial melt in the Alps.

A weeks-long heatwave and drought are pushing the Rhine River—the ‘waterborne highway’ that forms the very lifeline of Europe’s chemical sector—toward complete flow cessation. On August 3, water levels at the critical Kaub gauge on the Rhine dropped to 25 centimeters—matching the historical low recorded in 2018. This marks the lowest level since systematic measurements began in 1880. Even more alarming: forecasts predict no rainfall in the near term, and Kaub’s water level is expected to fall below 10 centimeters for the first time ever. On August 10, the German Federal Association for Inland Navigation issued a stern warning: if water levels at this stretch dip into single digits, ‘commercial freight transport will become impossible,’ rendering the Rhine non-navigable as a continuous waterway—effectively splitting it into two isolated segments. Recall: large chemical barges require a minimum water depth of 40 centimeters for normal operation. At just 25 centimeters, vessels can sail only at drastically reduced loads—meaning significantly more trips are needed to move the same volume of cargo, driving transportation costs sharply upward. The Rhine carries roughly 80% of Germany’s inland shipping volume, with chemicals accounting for 11% of all cargo transported along the river. Major chemical giants—including Covestro, BASF, Lanxess, and Evonik—are clustered along its banks. If this single river grinds to a halt, half of Europe’s chemical industry effectively suffocates. Chemical Giants Jointly ‘Flash Red Lights’ Covestro: Full-Scale Force Majeure—Impact Extremely Wide-Ranging On August 7, Covestro officially declared force majeure for polyether polyol products manufactured at its Dormagen plant in Germany. The core cause is straightforward: propylene oxide (PO)—a key raw material for producing polyether polyols—can only be delivered to the site by barge, given on-site technical constraints. With current Rhine water levels unable to guarantee reliable barge transport, raw material shortages have directly curtailed production capacity. Polyether polyols serve as foundational feedstocks for the polyurethane value chain; disrupted domestic supply in Europe will reverberate across global polyether polyol trade flows. Even more critically—over 30% of Covestro’s chemical finished goods and 75% of its production raw materials in Europe depend on Rhine River transport. This isn’t a bottleneck at one link in the chain—it’s a full-scale supply-chain rupture. Covestro stated it had begun building up raw material inventories weeks earlier as a precautionary measure. BASF: Learned from the Past—‘Better Prepared This Time’ BASF operates a massive integrated production site in Ludwigshafen, where raw material shortages have already triggered force majeure declarations for multiple surfactant products across its European factories. Source: BASF However, BASF CEO Markus Kamieth stated during an investor conference call that the company is ‘far better prepared than eight years ago.’ In 2018, Rhine navigation disruptions forced BASF to shut down its TDI plant in Ludwigshafen. This time, BASF has pre-deployed specialized low-water barges and significantly ramped up rail and road freight capacity.
