Project background: Chronic non-communicable diseases (hereinafter referred to as "chronic diseases") have become the primary public health threat to the health of China’s residents. According to the "China Residents’ Nutrition and Chronic Disease Status Report (2020)", released by the State Council Information Office in December 2020, the prevalence of hypertension among Chinese residents aged 18 years and older was 27.5%, that of diabetes was 11.9%, and that of hypercholesterolemia was 8.2%; among residents aged 40 years and older, the prevalence of chronic obstructive pulmonary disease (COPD) was 13.6%. All these prevalence rates increased compared to the findings reported in 2015. Chronic diseases accounted for 88.5% of all deaths in China. Cardio-cerebrovascular diseases, cancers, chronic respiratory diseases, and diabetes—the four major categories of chronic diseases—accounted for over 70% of the total disease burden, indicating an extremely severe situation regarding chronic disease prevention and control. From the perspective of disease epidemiology, China’s chronic disease prevention and control faces three interlocking challenges: continuously rising numbers of affected individuals, low rates of awareness, treatment, and control, and accelerating population aging. According to the 2024 National Economic and Social Development Statistical Bulletin issued by the National Bureau of Statistics, by the end of 2024, China’s population aged 60 years and older reached 310.31 million, accounting for 22.0% of the total population; those aged 65 years and older numbered 220.23 million, representing 15.6% of the total. China has entered a moderately aged society and is rapidly progressing toward deep aging. Public reports indicate that China’s diabetic population has reached 148 million—the largest in the world—yet awareness, treatment, and control rates remain below 40%. Hypertension affects over 270 million people, with many patients still lacking effective treatment and management. Consequently, market demand for chronic disease treatment products remains substantially unmet. Meanwhile, national attention toward chronic disease prevention and control continues to intensify. From the "Healthy China 2030" Planning Outline—which proposes implementing a comprehensive chronic disease prevention and control strategy and strengthening national demonstration zones for integrated chronic disease prevention and control—to the "Medium- and Long-Term Plan for Chronic Disease Prevention and Control in China (2017–2025)", which sets a target of reducing premature mortality from cardio-cerebrovascular diseases, cancers, chronic respiratory diseases, and diabetes among people aged 30–70 by 20% relative to 2015 levels by 2025, and further to the "Healthy China Action (2019–2030)", which establishes explicit targets for awareness and standardized management rates for hypertension and diabetes, chronic disease prevention and control has risen to the level of a national strategic priority. In 2024–2025, the National Health Commission and other departments successively issued the "Implementation Plan for the Healthy China Action—Diabetes Prevention and Control Initiative (2024–2030)" and the "Implementation Plan for the Healthy China Action—Cardio-Cerebrovascular Disease Prevention and Control Initiative (2023–2030)", further refining prevention and control goals and implementation measures. The R&D and production of chronic disease treatment products thus confront both enormous market demand and the mission of serving national strategic objectives. The proposal of this project reflects Kangtai Biological’s response to the national chronic disease prevention and control strategy and its alignment with industry development trends.
