Refining has become a global energy bottleneck—how close is the U.S. to imposing an export ban?

The simultaneous wars in Ukraine and the Middle East are severely disrupting the global refining system, triggering diesel supply shortages and price surges. The United States is now under mounting pressure to serve as the 'last supplier'—while political calls across the country intensify for an export ban to stabilize domestic fuel prices. According to Wall Street Insights, U.S. retail diesel prices last week surpassed $6.00 per gallon for the first time—and rose further to $6.45 per gallon this Friday, setting a new record high. Gas station shortages have already emerged in Brazil’s rural areas, Libya, and parts of Africa. Diesel—the critical fuel underpinning global industry, transportation, and agriculture—is facing an acute crisis. Against this backdrop, legislative initiatives to restrict exports are gaining traction within Congress. Representative Tim Burchett introduced a bill this week proposing a diesel export ban; Senate Majority Leader John Thune stated he is open to considering the proposal. Analysts warn that if the U.S. implements an export ban, it would push global prices even higher and could trigger a cascade of similar measures by major Asian exporting nations. The Middle East and Russia: Expansion Derailed by War Over the past decade, Persian Gulf oil producers and Russia invested heavily in expanding refining capacity, significantly increasing their share of global diesel exports. Yet the outbreak of two wars has abruptly reversed this supply dynamic. Kuwait National Petroleum Company completed Al-Zour—one of the world’s largest refineries; the UAE expanded its Ruwais refinery; Iraq inaugurated a new refinery in Karbala; and Saudi Aramco built two refineries along the Red Sea coast. These investments more than doubled regional diesel exports between 2017 and 2025, lifting the Middle East’s share of global diesel exports to 19%—making it the world’s top diesel exporter, surpassing North America. Meanwhile, Russia boosted its diesel exports by one-third through upgrades to existing refineries. However, following the U.S.-Israeli joint strikes against Iran in February, traffic through the Strait of Hormuz was disrupted—forcing Kuwait, the UAE, and Iraq to sharply cut exports. Escalating Houthi attacks have also curtailed exports from Saudi Aramco’s Red Sea refineries—the very facilities intended as a key alternative route bypassing the Strait of Hormuz. At the same time, Ukrainian drone strikes on Russian refineries have proven persistently effective—nearly halting Russia’s diesel exports altogether. David Martin, Senior Oil Markets Analyst at the IEA, remarked: “We are witnessing what may be the tightest diesel market ever recorded.” Western Refining Capacity Falls Short Massive refining investments by Middle Eastern and Russian state-owned enterprises have long suppressed profit margins for Western refiners—leading to sustained underinvestment. Today, Western capacity is ill-equipped to fill the supply gap. Alan Gelder, Senior Vice President for Refining, Chemicals, and Oil Markets at consultancy Wood Mackenzie, noted: “When national oil companies build refineries, return on investment is often not the top priority—governments prioritize job creation and energy security instead.”

Pressure is intensifying within the Republican Party. As U.S. diesel prices surge to an all-time high, Republican lawmakers from agricultural states are publicly urging the Trump administration to ban diesel exports—to ease the fuel-cost burden on farmers and truck drivers. On Monday, U.S. retail diesel prices climbed to a record $6.51 per gallon—up over 70% since the outbreak of the Iran war in February. Senator Chuck Grassley of Iowa directly urged Trump to suspend diesel exports via social media platform X, writing in all capital letters: “HIGH DIESEL PRICES ARE KILLING FARM INCOME.” Several other Iowa House members echoed the call the same day, demanding the White House ‘stop the bleeding’—through measures including an export ban, suspension of fuel taxes, and financial aid to affected businesses. The White House has firmly rejected the proposal. A White House official stated, “The administration is not currently considering an export ban or export restrictions,” citing Interior Secretary Doug Burgum’s position: “An export ban would be worth considering *if* it lowered prices—but it does not.” Energy consultancy Rapidan Energy estimates the probability of the White House implementing an export ban has reached 35%. Legislative Action Takes Shape Calls for an export ban have escalated from individual statements to concrete legislative proposals in Congress. Representative Tim Burchett of Tennessee introduced two bills: one to immediately ban diesel exports until January 2027; and another establishing a price-trigger mechanism—automatically activating an export ban when the national average diesel price exceeds $5.00 per gallon, and maintaining it until prices fall below $4.50. Senate Majority Leader John Thune said last week he remains open to “exploring” an export ban, adding: “If we have sufficient domestic supply yet continue exporting, that could be one pathway to solving the problem.” Representative Ashley Hinson called for deploying “every available option”—including suspending diesel exports and launching a diesel relief program.
