From the North Sea oil fields: contrasting Norwegian and British oil and gas policies and their consequences

Operator Equinor announced that in June 2025, the Johan Castberg field in the Barents Sea reached its peak production capacity of 220,000 barrels per day—just three months after startup in Norway’s Arctic waters. Norway’s natural gas output has also exceeded expectations. According to the Norwegian Ocean Authority, gas production in July 2025 was 2.2% higher than forecast and rose 11.9% month-on-month from June. On September 23, 2025, the Norwegian Ocean Authority reported that Norway’s oil and gas output in August had surpassed regulatory forecasts for the second consecutive month, by 2.6%. Average oil production stood at 1.924 million barrels per day—7.1% above forecast. The authority noted that offshore natural gas production exceeded expectations by 1.2%. Norway’s oil and gas output in August 2025 declined slightly from July’s level, primarily due to scheduled summer maintenance of export infrastructure and unplanned interruptions across dozens of offshore oil and gas fields. Since replacing Russia as Europe’s largest natural gas supplier in 2022, Norway has steadily increased its gas production. In 2023, Norway supplied 87.8 billion cubic meters of natural gas to Europe—accounting for 30.3% of Europe’s total gas imports—while the United States supplied 56.2 billion cubic meters, or 19.4% of Europe’s total imports. In 2024, average daily gas flows from Norway to Europe stood at 313 million cubic meters, whereas the U.S. remained Europe’s largest liquefied natural gas (LNG) supplier, accounting for nearly half of Europe’s total LNG imports. (II) Intensified oil and gas exploration and development activities In recent years, Norway has continuously expanded offshore oil and gas exploration to meet surging European demand following the continent’s phase-out of Russian energy, issuing new exploration and development licenses on an ongoing basis. On January 14, 2024, Norway awarded 53 offshore oil and gas drilling licenses in the Arctic region to 20 companies. In 2024, Norwegian oil and gas operator DNO ASA discovered significant natural gas and condensate resources in the Carmen exploration area of the Norwegian North Sea. Preliminary assessment of integrated data indicates total recoverable resources ranging between 120 million and 230 million barrels of oil equivalent—a discovery representing the largest on the Norwegian continental shelf since 2013. Earlier, Aker BP had discovered a substantially larger-than-expected oil accumulation in the Yggdrasil area of the North Sea. Initial estimates suggest total recoverable resources of 40–90 million barrels of oil equivalent—far exceeding the company’s earlier projection of 18–45 million barrels of oil equivalent. In August 2025, Norway launched its largest-ever round of frontier oil and gas licensing—the 26th licensing round—targeting underexplored frontier areas, aiming to boost resource exploration and counteract the anticipated production decline expected to begin in the early 2030s. Norwegian Minister of Energy Terje Aasland stated that the Ministry of Energy has already begun preparing announcements for new licensing rounds in undeveloped areas. “Norway aims to become a long-term supplier of oil and gas to Europe, while the Norwegian continental shelf will continue generating value and employment opportunities for our nation.”

Although Norway gradually recovered from the effects of World War II with European financial assistance—and under Denmark’s ‘protection’—its economy failed to improve significantly. Until the 1950s, Norway remained essentially a ‘large fishing village’ in Europe: economically backward not only compared to major Western European countries like the UK and France, but also lagging behind neighboring Denmark and Sweden—prompting large-scale emigration among its young and able-bodied population. Faced with severe economic stagnation, Norway’s only viable option was to revitalize its shipping industry. 4 Norway’s Difficult Years Postwar European reconstruction triggered a surge in demand for dry-bulk cargo trade. ‘Dry-bulk cargo’ refers to bulk commodities urgently needed during Europe’s recovery—including ores, sand and gravel, grain, and fertilizers—typically shipped unpackaged in lump, granular, or powdered form. Accordingly, the Norwegian government expanded shipbuilding facilities in Bergen—a traditional shipbuilding hub—through land reclamation and relocation projects. Moreover, due to Northern Europe’s unique geography and highly indented coastline, there was strong demand for specialized vessels capable of operating in specific maritime zones. Recognizing this market opportunity, Norway began developing specialized ships tailored precisely to these niche requirements. By the mid-1950s, Norway accounted for nearly one-tenth of global production of near-shore specialized vessels and fishing boats—with 60% destined for export. As shipbuilding flourished, Norway’s share of the world merchant fleet surged from less than 6% in the late 1940s to over 10% by 1960, propelling rapid economic growth. Yet shipping and shipbuilding were not the direct drivers transforming Norway into a wealthy nation. Its ‘overnight prosperity’ stemmed instead from abundant petroleum resources. Beginning in the 1950s, European countries initiated seabed oil surveys within their respective maritime zones. In 1959, the Dutch discovered the Groningen gas field in the North Sea—an event that alerted Norwegians to the potential for hydrocarbons in the North Sea and spurred their own petroleum exploration efforts. Within just one year, Norway achieved major breakthroughs in offshore oil exploration, identifying multiple promising offshore oilfield prospects. During this period, Norway enacted legislation nationalizing exploration and production rights for oil and gas fields—thereby legally securing its sovereign ownership over North Sea oil and gas resources. Norway demonstrated remarkable foresight: beginning in 1969, it struck successive ‘jackpots’—first the Ekofisk field, then the Statfjord field in 1974. Proven Norwegian oil reserves are estimated at 7.57 billion barrels, ranking Norway the world’s fifth-largest oil exporter. Even more remarkably, Norway simultaneously discovered vast natural gas reserves totaling 2.1 trillion cubic meters—making it the world’s third-largest natural gas exporter, with oil and gas revenues accounting for approximately one-quarter of Norway’s GDP. At first glance, it may seem Norway instantly became a ‘rich nation’ upon discovering and extracting oil and gas—but reality was far more complex. Offshore oil extraction demanded massive capital investment and advanced technology—neither of which Norway possessed at the time. Moreover, Norway was neither a member of OPEC (the Organization of the Petroleum Exporting Countries) nor of the European Communities (later the EU), leaving it entirely reliant on self-reliance. In 1972, amid acute shortages of both funding and technical expertise, the state-owned Statoil (now Equinor) was established to strengthen Norway’s domestic petroleum industry through indigenous innovation.
