Due to declining output, the Delta platform ceased operations in 2011; the final platform, Charlie, was decommissioned in 2021, marking the field’s complete shutdown. 2. Statfjord Oil Field: Located about 112 miles (180 km) west of Sognefjord on Norway’s west coast—and roughly 118 miles (190 km) northeast of the Shetland Islands—the Statfjord Oil Field is the largest on the Norwegian continental shelf. It was discovered in 1974 and began production in 1979. Ownership is shared among Equinor (44.33%), ExxonMobil (21.37%), and Centrica (34.3%). The field comprises four sub-areas: Statfjord Main, Statfjord Øst, Statfjord Nord, and Sygna.

Before discovering oil, Norway’s pillar industries were fishing and shipping, supplemented by limited manufacturing. When vast petroleum wealth suddenly surged from underground, the country—its institutions, technology, and human capital—was wholly unprepared for the Petroleum Age. What Norway unearthed was not merely crude oil, but a profound challenge: how should a nation coexist with petroleum wealth? The Ekofisk field quickly entered development. Operator Phillips Petroleum led the project, joined by international oil majors including Shell, Total, and Eni. Though situated in Norwegian waters, the field’s technology, capital, and engineering expertise were entirely controlled by multinational oil corporations. At that time, Norway resembled more of an onlooker: possessing subsurface resources yet lacking the full capacity to develop them. As production commenced, petroleum tax revenues flowed steadily into the national treasury. Foreign exchange reserves surged, government finances rapidly expanded, and domestic investment flourished across sectors. On the surface, this appeared to be the ideal start any resource-rich country could dream of. Yet hidden risks quietly took root. The massive inflow of foreign currency caused the domestic currency to appreciate continuously, raising costs for local manufacturing and eroding the competitiveness of the real economy—a phenomenon famously known as ‘Dutch Disease.’ Petroleum-driven prosperity, paradoxically, was fracturing Norway’s economic structure. The most immediate choice confronting Norway was stark: Should the windfall revenue be spent immediately—or saved for future generations decades down the line? Discovering oil was only the beginning; the true test lay in learning how to manage petroleum wealth wisely. Norway chose not to spend the windfall immediately, instead gradually redefining its role. The state stepped deeply into the oil and gas value chain by establishing the state-owned oil company Statoil (the predecessor of today’s Equinor). Norway thus evolved from a mere regulatory authority into a direct participant in the oil and gas industry. It continuously refined its petroleum taxation and state equity mechanisms to ensure greater resource revenues flowed back into the domestic economy. Yet a new, deeper question soon emerged: What should all this ever-flowing petroleum money ultimately become? Norway’s approach was highly counterintuitive: it treated petroleum not as current fiscal revenue, but as a natural resource to be inherited across generations.
