On September 9, the Department of Emergency Management of Shandong Province notified the safety risk assessment and diagnosis classification of hazardous chemicals production and storage enterprises

From April to August 2021, emergency management departments at all levels of the province organized safety risk assessment and diagnosis of 1,850 hazardous chemical production and storage enterprises, and classified the enterprises as red (below 60 points) according to the safety risk from high to low.
The notification requires that in accordance with the principles of “consolidating the blue, standardizing and upgrading the yellow, assisting and controlling the orange, and rectifying and eliminating the red”, the precise governance of “one enterprise, one policy” and classified supervision shall be implemented
It is reported that "two randoms and one open" or "four nos and two straights" random inspections are implemented for blue and yellow grade enterprises
Conduct comprehensive law enforcement inspections at least once every six months for orange-ranked enterprises, and dispatch personnel to help or station to supervise, organize expert groups to provide precise guidance services, and in principle restrict enterprises from new, renovated, and expanded hazardous chemical construction projects
For red-ranked enterprises, they shall be ordered to suspend production and business for rectification in accordance with the law, and if they still fail to meet the requirements of safe production conditions after rectification, the local government shall be asked to implement shutdown measures
